New Solar Market Development Income Tax Credit Electronic Submission

This page is to facilitate the submission of your New Solar Market Development Income Tax Credit (NSMD) application and required documentation. You must provide your contact information along with documentation in PDF format which contain the required forms and signed documentation for processing your application. Note: The email address field on this screen is used for matters about the electronic submission. However, the applicant’s email address is required on the application (PDF) for matters in processing the tax credit application.

You will upload two PDF documents (Steps 1 and 2) . Please carefully note the instructions and contents of each PDF file. Follow the four steps below to submit the application and documentation needed by ECMD to review and approve your New Solar Market Development Income Tax Credit.


For best results, download and save the NSMD Application Form and fill it out using a PDF application which has been tested and verified to produce a form compliant with AcroForm standards. These are free versions, available for many platforms, and will produce a file compatible on this submission site.


Step 1:

Upload the first of two PDF documents. The first is your application packet filled out electronically. This is the PDF document originally downloaded from the State of New Mexico's Energy and Conservation Management Division. If a solar system form is not applicable to your installation, you can leave that form blank. All other forms must be completed, signed and dated to have the application reviewed for approval.

Upload Application Please review the above list before you upload your documentation, to make sure you've completed all forms required in the tax credit application package. Step 2:

Upload the second PDF form. This second form is a combined PDF (binder) document that contains, in one file, the required documents in order as listed below:

  • Form A-1 Property Tax Bill, or Notice of of Valuation
  • Form A-2 Invoice(s) to support installation cost claims
  • Form A-3 Solar sytem design or schematic
  • Form A-4a For Photovoltaic - Utility Interconnect Agreement
  • Form A-4b For Solar Thermal - SRCC Certification Form
  • Form A-5 Building Code Inspection Report, or a copy of inspection tag.
