Rejected: New Operator is currently in violation per rule 19.15.8.9 D. NMAC Financial Assurance Inactive Well and per rule 19.15.7.9 NMAC missing form requirement on federal lease to transfer. Please take corrective action prior to re-submitting a new state form C-145 Change of Operator.
