PRELIMINARY DOCKET: Examiner Hearing for December 18, 2025

For hearings by affidavit: presenting parties are required to submit a pre-hearing statement no later than the Thursday before the hearing. The pre-hearing statement shall include: 1) a list of disputed facts and issues; 2) identification of witnesses and their qualifications; and 3) all exhibits and written testimony a party intends to enter into evidence at the hearing and a full narrative for each.

For contested matters: pre-hearing statements shall be filed no later than 9:00 a.m., 4 business days prior to the hearing and in addition to the requirements of 19.15.4.13.B(1) NMAC, shall include: all evidentiary exhibits, documents, affidavits, and full-written testimony of any witness a party offers at the hearing. Exhibits must be sequentially marked on every page.

Failure to timely file a complete pre-hearing statement may cause the Hearing Examiner to continue the hearing and/or impose sanctions up to and including the exclusion of late-filed evidence. Evidentiary objections must be filed no later than 48 hours before the hearing. Rulings on the objections will be addressed as a preliminary matter when the case is called.

2. 25663 Amended Application of Mewbourne Oil Company for Approval of an Overlapping Horizontal Well Spacing Unit and Compulsory Pooling, Lea and Eddy County, New Mexico. Applicant in the above-styled cause seeks an order (1) approving an overlapping, 962.45 acre, more or less, non-standard horizontal well spacing unit in the Bone Spring formation underlying the NE/4 of Section 35, and N/2 of Section 36, Township 18 South, Range 31 East, NMPM, Eddy County, New Mexico, and Lots 1-2, E/2 NW/4, and NE/4 (N/2 equivalent) of irregular Section 31, and NW/4 of Section 32, Township 18 South, Range 32 East, NMPM, Lea County, New Mexico, and (2) pooling all uncommitted mineral interests in this acreage. 3. 25722 Application of Powderhorn Operating, LLC for Compulsory Pooling, Eddy County, New Mexico. Applicant applies for an order pooling all uncommitted interests in the Wolfcamp formation underlying a 1,920-acre, more or less, standard horizontal spacing unit comprised of Sections 35 and 36, Township 24 South, Range 25 East, and Section 31, Township 24 South, Range 26 East, Eddy County, New Mexico (“Unit”). 4. 25727 Application of Spur Energy Partners LLC for Compulsory Pooling, Eddy County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Yeso formation underlying a 120-acre, more or less, standard horizontal spacing unit comprised of the N/2 SE/4 and the NE/4 SW/4 of Section 17, Township 17 South, Range 31 East, Eddy County, New Mexico (“Unit”). Applicant seeks to dedicate the Unit to the Garrison 17 Fed 20H, Garrison 17 Fed 70H, and Garrison 17 Fed 90H wells (“Wells”), to be drilled from surface hole locations in the NW/4 SW/4 (Unit L) of Section 16 to bottom hole locations in the NE/4 SW/4 (Unit K) of Section 17. 5. 25753 Application of Powderhorn Operating, LLC for Compulsory Pooling, Eddy County, New Mexico. Applicant seeks an order pooling all uncommitted interest within the Bone Spring formation, underlying a 240-acre, more or less, standard horizontal well spacing unit comprised of the N/2 SE/4 of Section 3 and N/2 S/2 of Section 2, located in Township 24 South, Range 26 East, NMPM, Eddy County, New Mexico (the “Unit”). The Unit will be dedicated to the following well: Super Hornet State Com 203H, an oil well that will be horizontally drilled from a surface hole location 2,545’ FEL & 1,380’ FSL of Section 3, to a bottom hole location 100’ FEL & 1,980’ FSL of Section 2, Township 24 South, Range 26 East. 6. 25754 Application of Powderhorn Operating, LLC for Compulsory Pooling, Eddy County, New Mexico. Applicant seeks an order pooling all uncommitted interest within the Bone Spring formation, underlying a 240-acre, more or less, standard horizontal well spacing unit comprised of the S/2 SE/4 of Section 3 and S/2 S/2 of Section 2, located in Township 24 South, Range 26 East, NMPM, Eddy County, New Mexico (the “Unit”). 7. 25757 Application of Targa Midstream Services, LLC for Authorization to Inject, Lea County, New Mexico. Targa Midstream Services, LLC (“Targa”) (OGRID No. 24650) seeks authorization to drill and operate a Class II acid gas injection well, the Copperhead AGI No. 2 Well (“Well”), at Targa’s Copperhead Gas Processing Facility. The vertical well will be located approximately 1,138 feet from the south line (FSL) and 1,842 feet from the west line (FWL) of Section 13, Township 24 South, Range 32 East, Lea County, New Mexico. The Well will inject treated acid gas into the Bell Canyon and Cherry Canyon formations of the Delaware Mountain Group at a depth of approximately 4,990 -7,125 feet. The Well’s maximum daily injection rate will not exceed 26 million standard cubic feet per day, and the Well’s maximum surface injection pressure will not exceed 1,004 pounds per square inch gauge. The Well is located approximately 26 miles west of Jal, New Mexico.
8. 25768 Application of Permian Resources Operating, LLC for Compulsory Pooling, Eddy County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Bone Spring formation underlying a 643.38-acre, more or less, standard horizontal spacing unit comprised of the S/2 of Sections 29 and 30, Township 21 South, Range 26 East, Eddy County, New Mexico (“Unit”). 11. 25697 Application of MRC Permian Company for compulsory pooling and approval of overlapping spacing units, Lea County, New Mexico: MRC Permian Company (“Applicant”) has filed an application with the Oil Conservation Division for an order pooling all uncommitted mineral interest owners in the Bone Spring formation underlying a horizontal spacing unit comprised of the W/2 of Section 17, Township 24 South, Range 34 East, NMPM, Lea County, New Mexico (the “Unit). Applicant proposes to drill the Carl Mottek Fed. Well Nos. 100H, 130H, and 140H in the Unit. The wells will be horizontally drilled from surface locations and first take points in the NW/4NW/4 (Unit D) of Section 17 to bottom hole locations and last take points in the NE/4NW/4 (Unit C) of Section 17. The wells are U-turn wells: The W/2W/2 of Section 17 will contain the north-south laterals, and the E/2W/2 of Section 17 will contain the south-north laterals. Also to be considered will be the cost of drilling, completing, testing, and equipping the wells, and the allocation of the cost thereof among the wells’ working interest owners, designation of Matador Production Company as operator of the wells and the Unit, approval of actual operating charges and costs charged for supervision, together with a provision adjusting the rates pursuant to the COPAS accounting procedure, and setting a 200% charge for the risk involved in drilling, completing, testing, and equipping the wells in the event a working interest owner elects not to participate in the wells. Applicant also requests approval for the Unit to overlap the W/2W/2 of Section 17 spacing unit for the (i) Carl Mottek Federal Well No. 121H (API No. 30-025-44936), and (ii) Carl Mottek Federal Well No. 125H (API No. 30-025-44937), both operated by Matador Production Company. The Unit is located approximately 21 miles southwest of Eunice, New Mexico.
12. 25699 Application of MRC Permian Company for compulsory pooling and approval of overlapping spacing units, Lea County, New Mexico: MRC Permian Company (“Applicant”) has filed an application with the Oil Conservation Division for an order pooling all uncommitted mineral interest owners in the Wolfcamp formation underlying a horizontal spacing unit comprised of the W/2 of Section 17, Township 24 South, Range 34 East, NMPM, Lea County, New Mexico (the “Unit). Applicant proposes to drill the Carl Mottek Fed. Well No. 220H in the Unit. The well will be horizontally drilled from a surface location and a first take point in the NW/4NW/4 (Unit D) of Section 17 to a bottom hole location and a last take point in the NE/4NW/4 (Unit C) of Section 17. The well is a U-turn well: The W/2W/2 of Section 17 will contain the north-south lateral, and the E/2W/2 of Section 17 will contain the south-north lateral. Applicant seeks an order pooling all uncommitted interests in the Yeso formation underlying a 320.79-acre, more or less, standard, overlapping horizontal spacing unit comprised of the E/2 of Section 2, Township 18 South, Range 27 East, Eddy County, New Mexico (“Unit”). Applicant seeks to dedicate the Unit to following wells (“Wells”): Cheshire Cat State Com 1H, Cheshire Cat State Com 20H, and Cheshire Cat State Com 50H, to be drilled from a surface hole location in NE/4 NE/4 (Unit A) of Section 11 to a bottom hole location in NW/4 NE/4 (Unit B) of Section 2; and Cheshire Cat State Com 21H and Cheshire Cat State Com 51H, to be drilled from a surface hole location in NE/4 NE/4 (Unit A) of Section 11 to a bottom hole location in NE/4 NE/4 (Unit A) of Section 2.
