GENERAL INSTRUCTIONS
This page contains help that applies generally to OCD Online. More detailed
instructions can be found on each OCD Online web page. Most pages have a button
labeled HELP at the bottom of the page, which gives more detail on that particular
page.

Navigating OCD Online
The Main Menu is the primary method
of navigating to the various OCD Online options. These options vary depending on
whether you are logged on, and what authority has been given to your user id.
If you are filling out a form and you move to another Main Menu option without closing
the form, your permit entries will be saved and the permit will be automatically
closed.
Operator Data
This section displays public information; you do not need to be logged on nor do
you need a user id to access Operator Data. Options include Permit Status, Well
List, Inactive Wells, and C-115 (Monthly Production) Reports. Click on the report
you would like to see, then enter any search criteria, such as a part of the name
of a well operator. Then press “Filter” which will create a report for you showing
only the criteria you entered.
Action Status
You can search for any electronic permit that has been submitted or approved online.
The more fields you fill in, the more specific your results. The permits you may
research include the Application for Permit to Drill (APD) and the plat, Operator
Change, Name Change, Notice of Spud, Drilling/Cement Sundry, Perforation/Tubing
Sundry, and the C-115 (Operators’ Monthly Report).
If you do not enter any criteria in the selection boxes, all types of electronic
permits/reports are displayed except C-115s.
If you are looking for a C-115, you must specifically select C-115s in the Permit
Type dropdown.
You may re-sequence the results by clicking on the blue underscored column headers.
Well List
This is a current list of all non-plugged wells and well completions operated by
a selected operator. You can search by a portion of the well operator’s name, or
by the OGRID number if you know it. The well list can be printed or converted to
Excel for further manipulation.
C-115 Reports
There are three C-115 reports for viewing or printing.
- Summary Balancing Reports:
- Shows one total of Gas or Oil produced and dispositioned per month for the selected operator.
- Detailed Balancing Report:
- Shows all Oil and Gas production and disposition at the well completion level
(by well and by the pool the well is completed in) for the operator, month and year selected.
- Well Completions Not Reported:
- Shows all well completions that should have been reported on the C-115, but were not. The current web-based C-115
application ensures that all well completions are reported, but some additional
well completions may appear on this report if the well ever produced but no specific
C-104 approval date is recorded.
Inactive Wells
This is a list of wells that have not produced in the timeframe selected by the
user. Additional criteria is listed on the selection screen.
OCD Permitting Access
Registered organizations with the Oil Conservation Division may access OCD Permitting with a username account and a password.
The registered organization initially will register one (1) username account as an Operator Administrator user.
To sign up as an Operator Administrator user, access OCD permitting sign-in page, scroll to the bottom of the page,
“Helpful Links for Registered Organizations”, click on “Sign up to be an Operator Administrator”,
please read and follow the information provided, complete the form electronically, print and sign as requested in two sections
(from the Duly Authorized and the Operator Administrator) of the form. Email the registration form to: OCD.AdminComp@emnrd.nm.gov.
The organization’s Operator Administrator user will be notified of their newly
assigned username information by the OCD Administrative Compliance group.
The Operator Administrator user for your organization may set up General
Operator Username accounts in OCD PERMITTING, Administration, Add or Remove user option.
The Sign In option allows you to sign in. Passwords are case sensitive.
The Operator Administrator and Operator Users may submit permits or reports.
Any user from one organization can edit a permit in draft mode for that organization,
although only one person may edit a permit at one time.
If you do not remember your username information, your organization’s operator administrator
user may use an option under Administration, select Add or Remove Users to look up username accounts
information or if the general operator user has forgotten their password, a reset option is also available.
However, the organization’s operator administrator user will contact OCD administrative compliance group to
access their username account information or to reset their account password.
If the password reset is required in OCD Permitting, through the sign in option there is an option to select,
follow the steps provided and an e-mail will be sent to your registered email of a notification with instructions to resetting your password.
Completing and Submitting a Form
To create a new permit, select Submit Form from the left menu options, then select
the category that most closely fits the type of form or permit you would like to
work with. These categories are Pre-Drilling, Drilling, Completion and Other.
The following information relates to all permits/forms. More specific information
can be found in the help text describing each permit.
If there are any draft permits that have been previously created
for the type of permit you selected, you will see them listed on the screen. You
can edit or delete these, or create a new permit. You can sort them by clicking
in the blue text at the top of the column you would like to sort. Clicking again
puts the list in the reverse order.
You can move to different sections of a permit or different functions by pressing
the buttons at the top of the screen. Generally, you should fill in information
on the first screen you see, then move to the next button (screen name) to the right.
You can go back and change any information at any time before submitting.
The information you enter into a screen will be saved only when
you move to another screen by pressing a navigation button at the top. If you press
Back, your changes will not be saved.
Once in the form, you will see asterisks next to some descriptions.
Entries are required in these areas. Items without asterisks are not required. If
you skip a required piece of information, you will see a FATAL Error when you go
to the Warnings button. Sometimes you may have entered information, but it is later
blank; this is due to an incorrect amount or format. You will see a red error letting
you know about the problem.
If you want more information about what is being requested, you
will see further descriptions or examples about an item if you let your mouse hover
in the text. For example, if you don’t know what “One inched?” means, rest your
cursor on that text and a description will appear. There is no information provided
on items with pull-down menus because those options are listed.
Each type of permit has a Warnings screen. This screen alerts you
to potential problems with the permit, such as missing information, or information
that does not match our records. Fatal warnings must be resolved before the permit
can be submitted.
When you are done, and when all fatal warnings have been resolved, you will see
a Submit button appear. A button at the top may have the word Submit
in it, but you only submit by pressing the word Submit in the body of a screen.
The permit statuses are Draft, Submitted, Review (which means OCD has begun analysis
of the permit), Rejected, and Approved. If you receive notification that your permit
was rejected, view the comments to learn why it was returned. When you edit a Rejected
permit, it is turned into Draft mode again and you can submit it when you have made
the adjustment.
Application for Permit to Drill and Plat (C-101 and C-102)
Description
This function allows you to create and submit a new APD with a plat. Crib Sheet/Tips
- You must have a bond. See Frequently Asked Questions, How do become an operator
in the state of New Mexico?
- Enter three or more characters of the property name, select the property, and press
Continue.
- Follow the tabs left to right and fill in, at a minimum, all required (asterisked)
elements on each screen.
- Attach a potash waiver and a pit diagram if appropriate.
- Select the pool(s) you propose for this APD. If this is not a wildcat, be sure to
dedicate acreage.
- Attach a plat if the section is not a standard 16-unit section, or if there is pool
consolidation.
- Review the warnings and correct any items that need correction. You will not see
a Submit button until you have resolved all Fatal warnings in red.
- Enter comments if necessary.
- Submit the permit.
General Information
This screen allows you to enter the well name, number, type, and more. Rest your
cursor on the text for each “question” to get more information. Required information
has an asterisk. If you propose using a new property, key that name into the box
provided and press continue, then complete the general information screen.
Surface Location
This screen allows you to enter the surface location of the well and information
about the surveyor. . Rest your cursor on the text for each “question” to get more
information. Required information has an asterisk.
Drilling Pit
This screen collects information about the drilling pit. There are no Tool Tips
on this screen because we have no definitions beyond what is requested. Required
information has an asterisk.
Bottomhole/Pool
Select the pool you propose to complete into by keying at least three characters
of the pool name and pressing Show Pools. Use the down arrow to find the pool of
interest, and put your cursor on it. If you are proposing to complete in a new pool,
key that name in the box provided. Press continue.
The bottom hole screen has information about the bottom hole location and allows
you to dedicate acreage if you did not select the Wildcat box. You should attach
a plat if you have selected a non-16 unit section, or if it is necessary to list
multiple leases.
You will need to attach a plat if the section has more or less than 16 units, the
acreage spans multiple sections, or if the well is horizontal. The Attach Plat button
allows you to navigate to the location on your PC where the image of the file is
stored. It must be a .tif file and must be less than 300 dots per inch.
Dedicate Acreage
If your well is in a standard 16-unit section, the surface well spot and the bottomhole
well spot will be displayed. Click on the unit(s) to be part of the spacing unit,
or if a spacing unit is already defined at the bottom, you may click on the checkbox
for that unit. If a unit is printed in red, that spacing unit already exists and
includes your well spot.
If the unit is printed in blue, that spacing unit already exists and does not include
your well spot. You will see from the warnings that if you cross over (overlap)
existing spacing units, that is not allowed. The wells and operators in existing
spacing units will display at the bottom of the screen.
If your well is not in a standard 16-unit section, you will see a list of units.
Check the one(s) that you want to be part of your spacing unit.
If the spacing unit you would like to create spans more than one section, enter
the additional section, township and range in the Optional Span box. You will see
a list of units to select from.
Be sure to key the dedicated acreage amount. We ask you to key it because it may
not match the system-calculated acreage amount.

Casing/Cement/BOP
This screen allows you to enter information about your proposed casing program and
the blowout prevention program. Enter each string and related information. Rest
your cursor on the text for each “question” to get more information. Required information
has an asterisk.
Warnings/Submit
This screen shows you warnings such as missing information and information that
appears to be incorrect. Sometimes you may have entered information, such as a phone
number, but it will be blank later if it was in an unaccepted format. Rest your
cursor on the related text on the screen with the missing information to learn the
correct format. Fatal warnings are in red and must be resolved before you will see
a Submit button. To submit your form, press the Submit button at the bottom of the
screen. You may track your permit using Permit Status. When you submitted it, it
went from Draft to Submitted status. When OCD picks it up for review, it will go
into Review status.
View Forms
This screen allows you to look at all forms generated by this permit or a selected
form.
Operator Change (C-145)
Description
The Operator Change function in OCD Permitting is used to change the responsible party for wells. This can be the result of the sale of the properties, a merger, assignment by a court, a sale, a change of operator pursuant to the terms in an operating agreement, or any other circumstance that results in a different person or entity assuming control of a well or wells. Wells will be moved from one OGRID code (the prior operator’s) to another OGRID code. The new operator may need to obtain an OGRID code and obtain a plugging bond.
This transfer can only be done using in OCD Permitting. Both operators will need username accounts to access OCD Permitting. Please read the following “Crib Sheet/Tips” section. Items written in bold are frequently missed. If your permit is still in DRAFT status, you may find the answer by reviewing items below in bold.
Crib Sheet/Tips
- Both operators must have OGRID numbers and registered as an Operator Administrator user of OCD permitting.
- Either operator may log on first and enter the “from operator” and “to operator” and other information.
- Next that operator should go to the Select Properties tab #2 and click on the properties of interest. If all wells are transferring, use Select All at the bottom. Wells and properties may be added or deleted at any time before submission.
- Go to the Select Wells tab #3. If all wells in the selected properties are transferring, click Select All at the bottom. If not, click on each well. Additional bonding may appear on the right. This means that the well is on state or fee land and has been inactive for 15 months. Bonding must be obtained before the operator change will be approved.
- Look at the View Forms tab #5 and the of Wells Affected by Change to ensure that you are transferring the wells you intend to.
- Go to the Warnings tab #6 to see if there are any warnings other than not yet having certified.
- At this point, print the C-145 by going to View Forms tab #5 select View Operator Change Form. Both the “from” operator and the “to” operator must sign this. After the 3-page C-145 is signed and complete, save file as a pdf and attach as an uploaded file through the electronic submittal for this permit.
- Each Operator must Certify for your operator’s name and OGRID # to certify the agreement and verify the list of wells to be transferred or acquire and acknowledge all statements.
- The final certification from the paying operator will select, Submit Form option and certify that the list of wells is correct. Proceed to continue the payment process option, please follow the instructions provided to ensure a complete submittal to OCD. If either operator changes the wells to be transferred, both operators will have to certify again.
- If both companies have a property with the same name, the receiving company will be asked to verify or change the new property names.
- After submission, a notification email will be sent. If there is a need for changes on the pending C-145, through OCD Permitting, Submissions, All OCD FORMS, select C-145 form, any draft status forms will appear. Select “edit” option to make your changes and submit once complete.
- The permit will be rejected if you have not yet supplied additional bonding or the new operator is non-compliant with part rule, 5.9 NMAC or any other reason that calls for rejection. When the new operator bonding is in place, and the new operator is compliant. There is an option to edit or re-submit a new C-145 in OCD Permitting, Submissions, All OCD FORMS to update before re-submitting to OCD Permitting. A new permit fee will apply.
Operator Information (Tab 1)
This screen shows the “from” and “to” operator, the effective date of the change, and contact information. Required information has an asterisk.
Select Properties (Tab 2)
Click on the properties with wells that are transferring. If all wells are transferring, use the Select All button at the bottom.
Select Wells (Tab 3)
Click on the wells that are transferring. You may see additional bonding appear for inactive wells on state and fee land; bonds must be obtained for these amounts. If all wells in the selected properties are transferring, use the Select All button at the bottom.
Comments (Tab 4 Optional)
Comments section is an option to add any brief information the operator or compliance officer feels necessary to complete as part of the C-145 process.
View Forms (Tab 5)
Under this option you can view and print the C-145, the list of wells transferring, and the wells in those properties that are and are not transferring.
Warnings (Tab 6)
“Warnings” will appear if required information is missing or appears to be incorrect. If the old and new operator have the same property name, the second operator will see a request to enter a new property name. A warning may also appear if the missing C-145 form is not attached.
Submit Form (Tab 7 Certification option)
All form uploads are created in pdf format.
If either operator revises the list of selected wells to transfer, both parties must re-certify electronically through OCD permitting.
Close (Tab 8)
To exit the form process, this option must be used when both parties are given access to the C-145 during the certification
process. Otherwise, when this option is not used, the reviewer will lock the permit from others.
Name Change (C-146)
Description
The Change of Operator Name occurs when a well operator notifies the OCD that the
company is now operating under a new name and that all wells operated under the
prior name are moving to the new name. A merger may be treated as a Change of Operator
Name rather than a Change of Operator if only one of the merging companies operates
oil or gas wells in New Mexico. In all Changes of Operator Name, a rider or amendment
must be furnished to the operator’s plugging bond (or other financial assurance)
reflecting the new name. For a Change of Operator Name, the OGRID code remains the
same and the operator name is edited to reflect the new name. The Public Regulation
Commission must approve a name change for a Corporation of Limited Liability company.
The Secretary of State must approve a name change for a Partnership.
General Information
Enter the new name.
Warnings
Resolve any warnings.
Submit Form
Once all errors have been removed, submit by pressing the Submit button.
View Forms
You can view or print the C-146 as submitted.
Notice of Spud (C-103)
Description
This is a subsequent sundry notifying the OCD of the spud date.
Crib Sheet/Tips
- Select the well by entering a few characters of the well name and pressing filter.
- Click on the well and press Select.
- Enter the spud date and additional information in the text box, such as time spud.
- Check for warnings, such as a future date.
- Submit the sundry.
Work Information
Select the well by entering a few characters of the well name and pressing
filter. Click on the well and press Select. Enter the spud date and additional information
in the text box, such as time spud.
Warnings/Submit
Resolve any warnings. Submit by pressing the Submit button.
View Forms
You can view or print the C-103 as submitted.
Drilling/Cement Report (Alter Casing) (C-103)
Description
The drilling sundry allows you to enter casing and cement information.
If you haven’t already entered a spud notice, you may do it on this sundry.
Crib Sheet/Tips
- Select the well by entering a few characters of the well name and pressing filter.
- Click on the well and press Select.
- If a spud date has not been entered for this well, enter it here.
- Enter work information in the text box, such as dates of work and additives. If
you prefer to attach work information, use the Browse button to find and select
the file to be attached then press the Attach button. The file must be a .tif.
- Press the button to add your first casing string. Fill in the text boxes; rest your
cursor on the text if you need more information. The items with asterisks are required.
Move to the bottom of the screen to add any number of cement lines for this casing
string.
- Enter more casing strings if desired by pressing Add Another Casing. Go through
the process again.
- Check for warnings and resolve them.
- Submit the sundry.
Work Information
Select the well by entering a few characters of the well name and pressing filter.
Click on the well and press Select. If a spud date has not been entered for this
well, enter it here. Enter work information in the text box, such as dates of work
and additives. If you prefer t attach work information, use the Browse button to
find and select the file to be attached then press the Attach button. The file must
be a .tif.
Casing/Cement
Press the button to add your first casing string. Fill in the text boxes; rest your
cursor on the text if you need more information. The items with asterisks are required.
Move to the bottom of the screen to add any number of cement lines for this casing
string. Enter more casing strings if desired by pressing Add Another Casing. Go
through the process again.
Warnings/Submit
Check for warnings and resolve them by going back to the casing string screens or
the work information screen. Submit the sundry.
View Forms
The C-103 may be viewed or printed.
Perforations/Tubing/Formation Tops) (C-103)
Description
This sundry allows you to enter perforations for each pool, tubing information,
and formation tops.
Crib Sheet/Tips
- Select the well by entering a few characters of the well name and pressing filter.
- Click on the well and press Select.
- Enter work information in the text box. If you prefer to attach work information,
use the Browse button to find and select the file to be attached then press the
Attach button. The file must be a .tif.
- To enter perforations, first select the pool. Proposed pools that have already been
submitted on a C-102 will be selectable; additional pools can be entered, but you
must submit a C-102 for those. We don’t have the ability yet in OCD Online to submit
a C-102 outside a C-101, so that must be done for now on paper.
- Verify that the bottom hole location is correct and/or enter it. Enter the perforations.
If more than one set of perfs is to be entered, select Add Another Perf Line and
fill that in. More details about the information requested can be viewed by resting
your cursor on each piece of text.
- Enter the depths at which each formation was penetrated. Add formations at the bottom
if necessary.
- To enter tubing, click the button Add New Tubing. Answer the questions.
- Check and resolve any warnings if necessary.
- Submit the sundry.
Work Information
Select the well by entering a few characters of the well name and pressing filter.
Click on the well and press Select. Enter work information in the text box. If you
prefer to attach work information, use the Browse button to find and select the
file to be attached then press the Attach button. The file must be a .tif.
Select Bottomhole
To enter perforations, first select the pool. Proposed pools that have already been
submitted on a C-102 will be selectable; additional pools can be entered, but you
must submit a C-102 for those. We don’t have the ability yet in OCD Online to submit
a C-102 outside a C-101, so that must be done for now on paper.
Perforations/Formation Tops
Verify that the bottom hole location is correct and/or enter it. Enter the perforations.
If more than one set of perfs is to be entered, select Add Another Perf Line and
fill that in. More details about the information requested can be viewed by resting
your cursor on each piece of text. Enter the depths at which each formation was
penetrated. Add formations at the bottom if necessary.
Tubing
To enter tubing, click the button Add New Tubing. Answer the questions.
Warnings/Submit
Check and resolve any warnings if necessary.
View Forms
View and/or print the C-103 and the back of the C-105 for the formation tops.
Operators’ Monthly Report (C-115)
Description
This module allows you to attach your C-115 .txt file and run a test validation
until you have no errors, omissions or out of balance conditions. Then you may submit
the C-115. It will be accepted or rejected and you will be notified via e-mail if
you selected that option.
Crib Sheet/Tips
- Browse to your C-115 .txt file and press the Add Attachment button to attach it.
You may attach any number of .txt files. They may either together comprise one C-115
or several months of C-115s.
- Press the button to Validate Files. You will be taken to the Warnings/Submit screen.
Review each error report if there are any and resolve the errors in your .txt file.
- When all changes have been made to your .txt file, delete the old .txt file and
attach the new one. Run a new Validation. Repeat the process until there are no
errors, out of balance conditions, or omissions.
- Submit the C-115. You will receive an e-mail indicating whether the report has been
accepted or rejected if you signed up for that option.
Attach File
Browse to your C-115 .txt file and press the Add Attachment button to attach it.
You may attach any number of .txt files. They may either together comprise one C-115
or several months of C-115s. Test Validation Press the button to Validate Files.
You will be taken to the Warnings/Submit screen. Review each error report
if there are any and resolve the errors in your .txt file. When all changes have
been made to your .txt file, delete the old .txt file and attach the new one. Run
a new Validation. Repeat the process until there are no errors, out of balance conditions,
or omissions.
Warnings/Submit
Submit the C-115. You will receive an e-mail indicating whether the report has been
accepted or rejected if you signed up for that option.
