PRELIMINARY DOCKET: Special OCD Examiner's Hearing set for June 30, 2026

For hearings by affidavit: presenting parties are required to submit a pre-hearing statement no later than the Thursday before the hearing. The pre-hearing statement shall include: 1) a list of disputed facts and issues; 2) identification of witnesses and their qualifications; and 3) all exhibits and written testimony a party intends to enter into evidence at the hearing and a full narrative for each.

For contested matters: pre-hearing statements shall be filed no later than 9:00 a.m., 4 business days prior to the hearing and in addition to the requirements of 19.15.4.13.B(1) NMAC, shall include: all evidentiary exhibits, documents, affidavits, and full-written testimony of any witness a party offers at the hearing. Exhibits must be sequentially marked on every page.

Failure to timely file a complete pre-hearing statement may cause the Hearing Examiner to continue the hearing and/or impose sanctions up to and including the exclusion of late-filed evidence. 2. 26074 Application of Trace Delaware Treating Services, LLC for Authorization to Inject, Eddy County, New Mexico. Trace Delaware Treating Services, LLC (“Trace”) (OGRID No. 334091) seeks authorization to drill, complete, and operate an acid gas injection well at its Trace Delaware Heritage Treating Facility. Trace proposes to inject treated acid gas (“TAG”) into the proposed Hatch AGI #1 well (“Well”), to be located in Section 31, Township 18 South, Range 31 East, in Eddy County, New Mexico. The Well will be deviated and directionally drilled from a surface hole located at approximately 458’ FSL and 2,527’ FWL (Unit O) to a bottom hole located approximately 2,484’ to the northeast (Unit I) in Section 31, Township 18 South, Range 31 East. The Well will inject TAG into the Siluro-Devonian formations, including the Devonian, Wristen, and Fusselman formations, at a depth of approximately 13,341’ to 14,226’ TVD. Trace requests a maximum daily injection rate of 12 million standard cubic feet per day. The Well’s maximum surface injection pressure will be approximately 4,445 pounds per square inch gauge. The Well is located approximately 26 miles northeast of Carlsbad, New Mexico.
3. 26107 Application of Permian Resources Operating, LLC for Compulsory Pooling and Approval of Overlapping Spacing Unit, Lea County, New Mexico. Targa Midstream Services, LLC (“Targa”) (OGRID No. 24650) seeks authorization to drill and operate a Class II acid gas injection well, the Copperhead AGI No. 2 Well (“Well”), at Targa’s Copperhead Gas Processing Facility. The vertical well will be located approximately 1,138 feet from the south line (FSL) and 1,842 feet from the west line (FWL) of Section 13, Township 24 South, Range 32 East, Lea County, New Mexico. The Well will inject treated acid gas into the Siluro-Devonian formation including the Devonian Thirtyone Formation, Upper Silurian Wristen Group and the Lower Silurian Fusselman Formation, at a depth of approximately 17,299–18,699 feet. The Well’s maximum daily injection rate will not exceed 26 million standard cubic feet per day, and the Well’s maximum surface injection pressure will not exceed 3,460 pounds per square inch gauge. The Well is located approximately 26 miles west of Jal, New Mexico.
6. 26142 Application of Coterra Energy Operating Co. for Compulsory Pooling, Lea County, New Mexico. Applicant seeks an order pooling all uncommitted interest within the Bone Spring formation underlying a 640-acre, more or less, standard horizontal well spacing unit comprised of the E/2 E/2 of Sections 13, 24, 25, and 36, located in Township 19 South, Range 35 East, NMPM, Lea County, New Mexico (the “Unit”). The Unit will be dedicated to the Gage 13-14 State 131H well (“Well”), which will produce from a first take point in the NE/4 NW/4 (Unit C) of Section 13 to a last take point in the NW/4 NW/4 (Unit D) of Section 14. The completed interval of the Well will be orthodox. Also to be considered will be the cost of drilling and completing the Well and the allocation of the cost, the designation of Applicant as operator of the Well, and a 200% charge for the risk involved in drilling and completing the Well. The Well is located approximately 14 miles southwest of Loco Hills, New Mexico.
