PRELIMINARY DOCKET: OCD Examiner Hearing for January 8, 2026

For hearings by affidavit: presenting parties are required to submit a pre-hearing statement no later than the Thursday before the hearing. The pre-hearing statement shall include: 1) a list of disputed facts and issues; 2) identification of witnesses and their qualifications; and 3) all exhibits and written testimony a party intends to enter into evidence at the hearing and a full narrative for each.

For contested matters: pre-hearing statements shall be filed no later than 9:00 a.m., 4 business days prior to the hearing and in addition to the requirements of 19.15.4.13.B(1) NMAC, shall include: all evidentiary exhibits, documents, affidavits, and full-written testimony of any witness a party offers at the hearing. Exhibits must be sequentially marked on every page.

Failure to timely file a complete pre-hearing statement may cause the Hearing Examiner to continue the hearing and/or impose sanctions up to and including the exclusion of late-filed evidence. Evidentiary objections must be filed no later than 48 hours before the hearing. Rulings on the objections will be addressed as a preliminary matter when the case is called.

Applicant in the above-styled cause seeks an order from the Oil Conservation Division approving a standard ~640-acre horizontal spacing and proration unit (“HSU”), with proximity tracts, comprised of the North Half of Section 24, Township 17 South, Range 27 East and the North Half of Section 19, Township 17 South, Range 28 East, in Eddy County, New Mexico and pooling all mineral interests in the Yeso formation (EMPIRE; GLORIETA-YESO [96210]) underlying the HSU. The Bonzo 1924 Fed Com ABX 003H well is a proximity well. With the proximity tracts, the completed intervals will meet standard setback requirements. The first and last take points will meet the setback requirements set forth in the statewide rules for horizontal oil wells. Additional considerations will be the cost of drilling and completing the well and allocation of such costs, the designation of Applicant as operator of the HSU and wells to be drilled thereon, and a 200% charge for the risk involved in drilling and completing the well. The well and lands are located approximately 9 miles East of Artesia, New Mexico.
5. 25638 Application of Mewbourne Oil Company for Compulsory Pooling, Lea County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Bone Spring formation underlying a 320-acre, more or less, standard, horizontal spacing unit comprised of the W/2 W/2 of Section 10, Township 26 South, Range 32 East, and the W/2 W/2 of Section 34, Township 25 South, Range 32 East, Lea County, New Mexico (“Unit”). The Unit will be dedicated to the Red Hills West Unit Com 40H well (“Well”), which will be drilled from a surface hole location in the SW/4 SW/4 (Unit M) of Section 10, Township 26 South, to a bottom hole location in the NW/4 NW/4 (Unit D) of Section 34, Township 25 South. The completed interval of the Well will be orthodox. Also to be considered will be the cost of drilling and completing the Well and the allocation of the cost, the designation of Applicant as operator of the Well, and a 200% charge for the risk involved in drilling and completing the Well. The Well is located approximately 28 miles southwest of Jal, New Mexico.

6. 25641 Application of Mewbourne Oil Company for Compulsory Pooling, Lea County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Bone Spring formation underlying a 960-acre, more or less, non-standard, horizontal spacing unit comprised of the W/2 of Sections 3 and 10, Township 26 South, Range 32 East, and the W/2 of Section 34, Township 25 South, Range 32 East, Lea County, New Mexico (“Unit”). The Unit will be dedicated to the following wells (“Wells”): Red Hills West Unit Com 35H and Red Hills West Unit Com 41H wells, which will be drilled from surface hole locations in the SW/4 SW/4 (Unit M) of Section 10, Township 26 South, to bottom hole locations in the NW/4 NW/4 (Unit D) of Section 34, Township 25 South; and Red Hills West Unit Com 36H, Red Hills West Unit Com 37H, and Red Hills West Unit Com 38H wells, which will be drilled from surface hole locations in the SW/4 SW/4 (Unit M) of Section 10, Township 26 South, to bottom hole locations in the NE/4 NW/4 (Unit C) of Section 34, Township 25 South. The completed intervals of the Wells will be orthodox. Applicant is separately seeking administrative approval of the non-standard horizontal spacing unit. Also to be considered will be the cost of drilling and completing the Wells and the allocation of the cost, the designation of Applicant as operator of the Wells, and a 200% charge for the risk involved in drilling and completing the Wells. The Wells are located approximately 28 miles southwest of Jal, New Mexico.

7. 25679 Application of Enterprise Delaware Basin Treating LLC for Authorization to Inject, Lea County, New Mexico. Enterprise Delaware Basin Treating LLC (“Enterprise”) (OGRID No. 330718) seeks authorization to drill, complete, and operate an additional redundant acid gas injection (“AGI”) well at its Dark Horse Treating Facility. Enterprise proposes to inject treated acid gas (“TAG”) into the proposed Independence AGI #3 well (“Well”), which will be located in Section 20, Township 25 South, Range 36 East, in Lea County, New Mexico. The Well will be a deviated injection well and will be directionally drilled from a surface location approximately 529’ FNL and 1434’ FWL (Unit C) in Section 20, Township 25 South, Range 36 East, to a bottom hole location approximately 2064’ FSL and 60’ FWL (Unit L) in Section 17, Township 25 South, Range 36 East. The Well will inject TAG into the Siluro-Devonian formations, including the Devonian, Wristen, and Fusselman formations, at depths of approximately 16,056’ to 17,730’ TVD. Enterprise is requesting a combined allowable maximum daily injection rate of 45 million cubic feet per day (MMcf/D) to be shared between the proposed Well and the existing Independence AGI #1 and #2 wells. The Well’s maximum surface injection pressure will be approximately 4,929 pounds per square inch gauge. The Well is located approximately 6 miles west of Jal, New Mexico.
8. 25701 Application of Matador Production Company to Amend Order R-22557 to Add Additional Pooled Parties, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order amending pooling Order R-22557 to add an additional record title owner to the pooling order. 14. 25709 Application of Admiral Permian Operating LLC for Compulsory Pooling, Eddy County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Wolfcamp formation underlying a 480-acre, more or less, standard horizontal spacing unit comprised of the W/2 W/2 of Section 17 and E/2 of Section 18, Township 23 South, Range 28 East, Eddy County, New Mexico (“Unit”). The Unit will be dedicated to the following U-turn wells (“Wells”): Carrasco Estates Fee Unit 401H, which will be drilled from a surface hole location in the SE/4 SE/4 (Unit P) of Section 18 to bottom hole locations in the SW/4 SW/4 (Unit M) of Section 17; and Carrasco Estates Fee Unit 421H, which will be drilled from a surface hole location in the SE/4 SE/4 (Unit P) of Section 18 to bottom hole locations in the SW/4 SE/4 (Unit O) of Section 18. The completed intervals of the Wells will be orthodox. Admiral requests approval of a non-standard horizontal spacing unit pursuant to Rule 19.15.16.15(B)(5) NMAC, which will create cost efficiencies, prevent waste, and protect correlative rights. Also to be considered will be the cost of drilling and completing the Wells, the allocation of the costs, the designation of Applicant as operator of the Wells and the Unit, and a 200% charge for the risk involved in drilling and completing the Wells. The Wells are located approximately 2 miles northwest of Loving, New Mexico.
15. 25729 Application of MRC Permian Company for Approval of a Standard Overlapping Horizontal Well Spacing Unit and Compulsory Pooling, Lea and Eddy Counties, New Mexico. Applicant in the above-styled cause seeks an order (a) approving a standard 482.52-acre, more or less, overlapping horizontal well spacing unit in the Second Bone Spring formation underlying the E/2 SE/4 of Section 26 and the E/2 E/2 of Section 35, Township 20 South, Range 32 East, Lea County, New Mexico, as well as Lots 2, 7, 10, & 15, the NW/4 SE/4, and the SW/4 SE/4 (W/2 E/2 equivalent) of irregular Section 1, Township 21 South, Range 31 East, Eddy County, New Mexico; and (b) pooling the uncommitted interest owners in this acreage. Due to ownership differences in the Bone Spring formation underlying this acreage, Applicant seeks to pool only the Second Bone Spring interval defined as the stratigraphic equivalent of the depths between 9,206 feet total vertical depth and 9,992 feet total vertical depth, as shown in the logs of the Sam H. Snoddy Federal 001 well (30-025-27812). Applicant seeks to initially dedicate the above-referenced spacing unit to the proposed Twinkle 2601 Federal Com 124H well to be horizontally drilled from a surface location in the SE/4 NE/4 (Unit H) of Section 26, T20S-R32E, with a first take point in the NE/4 SE/4 (Unit I) of Section 26, T20S-R32E, and a last take point in the SW/4 SE/4 (Unit O) of irregular Section 1, T21S-R31E. This proposed standard horizontal well spacing unit will overlap the following existing or proposed horizontal wells spacing units in the Bone Spring formation:
•    A proposed 483-acre spacing unit comprised of this same acreage in the intervals above and below the Second Bone Spring interval to be dedicated to the Twinkle 2601 Federal Com 134H well proposed by MRC; and
•    An existing 640-acre spacing unit in the Bone Spring formation underlying All of Section 26, T20S-R32E, currently dedicated to the Snoddy Federal 020H (30-025-40447), Snoddy Federal 021H (30-025-40838), and Snoddy Federal 023H (30-025-40837), operated by Cimarex Energy Company (“Cimarex”).
Also, to be considered will be the cost of drilling and completing the well and the allocation of the costs thereof, actual operating costs and charges for supervision, designation of Matador Production Company as operator of the proposed spacing unit, and a 200% charge for risk involved in drilling the proposed well. The subject area is located approximately 32 miles east of Carlsbad, New Mexico.
16. 25760 Application of EOG Resources, Inc. for Approval of an Overlapping Horizontal Well Spacing Unit and Compulsory Pooling, Lea County, New Mexico. Applicant in the above-styled cause seeks an order (1) approving a 640-acre, more or less, overlapping horizontal well spacing unit in the Bone Spring formation (Red Hills; Upper Bone Spring Shale [97900]) comprised of the E/2 of Sections 13 and 24, Township 25 South, Range 33 East, NMPM, Lea County, New Mexico, and (2) pooling all uncommitted interests in this acreage. Applicant seeks to initially dedicate the above-referenced horizontal spacing unit to the proposed Vaca 24 Fed Com 223H well, to be drilled from a surface location in the SW/4 SE/4 (Unit O) of Section 24, a first take point in the SW/4 SE/4 (Unit O) of Section 24 and a last take point in the NW/4 NE/4 (Unit B) of Section 13; Vaca 24 Fed Com 225H well, to be drilled from a surface location in the NW/4 SE/4 (Unit J) of Section 24, a first take point in the SE/4 SE/4 (Unit P) of Section 24 and a last take point in the NE/4 NE/4 (Unit A) of Section 13; and Vaca 24 Fed Com 224H well, to be drilled from a surface location in the SW/4 SE/4 (Unit O) of Section 24, a first take point in the SE/4 SE/4 (Unit P) of Section 24 and a last take point in the NE/4 NE/4 (Unit A) of Section 13. This proposed horizontal well spacing unit will overlap the following spacing units in the Bone Spring formation:
•    An existing 320-acre spacing unit underlying the W/2 SE/4 and SW/4 of Section 13 and the E/2 SE/4 of Section 14, T25S-R33E, currently dedicated to EOG, Resources Inc.’s Vaca 13 Federal 8H (API No. 30-025-35846); and
•    An existing 480-acre spacing unit underlying the SE/4 of Section 13 and the E/2 of Section 24, T25S-R33E, currently dedicated to EOG, Resources Inc.’s Vaca 24 Federal Com 5H (API No. 30-025-40536) and Vaca 24 Federal Com 6H (API No. 30-025-40537).
Also to be considered will be the cost of drilling and completing the wells and the allocation of the cost thereof, actual operating costs and charges for supervision, designation of Applicant as operator of the wells, and a 200% charge for risk involved in drilling the wells. The subject area is located approximately 8 miles north of the Texas and New Mexico border.
17. 25761 Application of EOG Resources, Inc. for Approval of an Overlapping Horizontal Well Spacing Unit and Compulsory Pooling, Lea County, New Mexico. Applicant in the above-styled cause seeks an order (1) approving a 640-acre, more or less, overlapping horizontal well spacing unit in the Bone Spring formation (Red Hills; Lower Bone Spring Shale [51020]) comprised of the E/2 of Sections 13 and 24, Township 25 South, Range 33 East, NMPM, Lea County, New Mexico, and (2) pooling all uncommitted interests in this acreage. This proposed horizontal well spacing unit will overlap the following spacing units in the Bone Spring formation:
•    An existing 320-acre spacing unit underlying the W/2 SE/4 and SW/4 of Section 13 and the E/2 SE/4 of Section 14, T25S-R33E, currently dedicated to EOG, Resources Inc.’s Vaca 13 Federal 8H (API No. 30-025-35846); and
•    An existing 480-acre spacing unit underlying the SE/4 of Section 13 and the E/2 of Section 24, T25S-R33E, currently dedicated to EOG, Resources Inc.’s Vaca 24 Federal Com 5H (API No. 30-025-40536) and Vaca 24 Federal Com 6H (API No. 30-025-40537).
Also to be considered will be the cost of drilling and completing the wells and the allocation of the cost thereof, actual operating costs and charges for supervision, designation of Applicant as operator of the wells, and a 200% charge for risk involved in drilling the wells. The subject area is located approximately 8 miles north of the Texas and New Mexico border.
18. 25764 Application of Catamount Energy Partners, LLC to Extend the Drilling Deadline Under Order No. R-23651, San Juan and Rio Arriba Counties, New Mexico. Applicant in the above-styled cause seeks a year extension of time for drilling the wells under Order No. R-23651. The Unit is comprised of N/2 and the N/2 S/2 of Sections 13, 14 and 15, Township 32 North, Range 6 West, NMPM, San Juan and Rio Arriba Counties, New Mexico. Order No. R-23651 approved the non-standard spacing unit and pooled the uncommitted interests in the Mancos formation and dedicated the Unit to the proposed initial NLS 32-6-15 3H and NLS 32-6-15 4H wells, both to be horizontally drilled from a surface location in the NE/4 NW/4 (Unit C) of Section 16, to a bottom hole location in the SE/4 NE/4 (Unit H) of Section 13; and NLS 32-6-15 5H well, to be horizontally drilled from a surface location in the NE/4 NW/4 (Unit C) of Section 16, to a bottom hole location in the NE/4 SE/4 (Unit I) of Section 13. Said area is located approximately 3 miles southeast of Young Place, New Mexico.
19. 25765 Application of Catamount Energy Partners, LLC to Extend the Drilling Deadline Under Order No. R-23613, San Juan and Rio Arriba Counties, New Mexico. Applicant in the above-styled cause seeks a year extension of time for drilling the wells under Order No. R-23613. The Unit is comprised of Lots 1-4, S/2 N/2 and SE/4 of irregular Section 9, Lots 1-4, S/2 N/2 and S/2 of irregular Sections 10 and 11, and Lots 1-4, S/2 N/2, SW/4 and the NW/4 SE/4 of irregular Section 12, Township 32 North, Range 6 West, NMPM, San Juan and Rio Arriba Counties, New Mexico.
