PRELIMINARY DOCKET: Special OCD Examiner's Hearing set for January 27, 2026

For hearings by affidavit: presenting parties are required to submit a pre-hearing statement no later than the Thursday before the hearing. The pre-hearing statement shall include: 1) a list of disputed facts and issues; 2) identification of witnesses and their qualifications; and 3) all exhibits and written testimony a party intends to enter into evidence at the hearing and a full narrative for each.

For contested matters: pre-hearing statements shall be filed no later than 9:00 a.m., 4 business days prior to the hearing and in addition to the requirements of 19.15.4.13.B(1) NMAC, shall include: all evidentiary exhibits, documents, affidavits, and full-written testimony of any witness a party offers at the hearing. Exhibits must be sequentially marked on every page.

Failure to timely file a complete pre-hearing statement may cause the Hearing Examiner to continue the hearing and/or impose sanctions up to and including the exclusion of late-filed evidence. Evidentiary objections must be filed no later than 48 hours before the hearing. Rulings on the objections will be addressed as a preliminary matter when the case is called.

1. 25533 AMENDED Application of Matador Production Company to Extend the Drilling Deadline and Amend the Initial Wells Included Under Order No. R22800-A, Eddy County, New Mexico. Applicant in the above-styled cause seeks a year extension of time for drilling the wells under Order No. R22800-A and to remove certain initial wells included under the original Pooling Order. The Unit is comprised of Lots 1-8 (N/2 N/2 equivalent) of irregular Sections 1 and 2, Township 21 South, Range 28 East, and Lots 3-
6 (N/2 NW/4 equivalent) of irregular Section 6, Township 21 South, Range 29 East, NMPM, Eddy County, New Mexico. Order No. R-22800 approved the non-standard spacing unit and pooled the uncommitted interests in the
Bone Spring formation and dedicated the Unit to the proposed initial Simon Camamile 0206 Fed Com 111H, Simon Camamile 0206 Fed Com 121H, and Simon Camamile 0206 Fed Com 132H, all to be horizontally drilled from a surface location in Lot 5 of Section 2, T21S-R28E, to a bottom hole location in Lot 3 of Section 6, T21S-R29E; and the Simon Camamile 0206 Fed Com 112H and Simon Camamile 0206 Fed Com 122H, both to be horizontally drilled from a surface location in Lot 5 of Section 2, T21S-R28E, to a bottom hole location in Lot 6 of Section 6, T21S-R29E. Matador seeks to remove the Simon Camamile 0206 Fed Com 111H (API No. 30-
015-54306), Simon Camamile 0206 Fed Com 132H (API No. 30-015-54308), and Simon Camamile 0206 Fed Com 112H (API No. 30-015-
54307) from the Pooling Order. Said area is located 13 miles northeast of Carlsbad, New Mexico.
2. 25534 AMENDED Application of Matador Production Company to Extend the Drilling Deadline and Amend the Initial Wells Included Under Order No. R22800-A, Eddy County, New Mexico. Applicant in the above-styled cause seeks a year extension of time for drilling the wells under Order No. R22803-A and to remove certain initial wells included under the original Pooling Order. The Unit is comprised of Lots 9-16 (S/2 N/2 equivalent) of irregular Sections 1 and 2, Township 21 South, Range 28 East, and Lots 11-
14 (S/2 NW/4 equivalent) of irregular Section 6, Township 21 South, Range 29 East, NMPM, Eddy County, New Mexico. Order No. R-22803 approved the non-standard spacing unit and pooled the uncommitted interests in the Bone Spring formation and dedicated the Unit to the
proposed initial Simon Camamile 0206 Fed Com 113H, Simon Camamile 0206 Fed Com 123H, and Simon Camamile 0206 Fed Com 134H, all to be horizontally drilled from a surface location in Lot 13 of Section 2, T21S-R28E, to a bottom hole location in Lot 11 of Section 6, T21S-R29E; and the Simon Camamile 0206 Fed Com 114H and Simon Camamile 0206 Fed Com 124H, both to be horizontally drilled from a surface location in Lot 13 of Section 2, T21S-R28E, to a bottom hole
location in Lot 14 of Section 6, T21S-R29E. Matador seeks to remove the Simon Camamile 0206 Fed Com 113H (API No. 30-015-54310), Simon Camamile 0206 Fed Com 134H (API No. 30-015-54313), and Simon Camamile 0206 Fed Com 114H (API No. 30-015-54311) from the Pooling Order. Said area is located 12 miles northeast of Carlsbad, New Mexico.
3. 25797 Application of Permian Resources Operating, LLC for Compulsory Pooling, Lea County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Wolfcamp formation underlying a 960-acre, more or less, standard horizontal spacing unit comprised of the W/2 of Section 34, Township 19 South, Range 32 East, and Sections 3 and 10, Township 20 South, Range 32 East, Lea County, New Mexico (“Unit”). The Unit will be dedicated to the following wells (“Wells”): Colonel Freckles Fed Com 1H, which will be drilled from a surface hole location in the NE/4 NW/4 (Unit C) of Section 34, Township 19 South, Range 32 East, to a bottom hole location in SE/4 SW/4 (Unit N) of Section 10, Township 20 South, Range 32 East; and Colonel Freckles Fed Com 2H, which will be drilled from a surface hole location in the NW/4 NW/4 (Unit D) of Section 34, Township 19 South, Range 32 East, to a bottom hole location in SW/4 SW/4 (Unit M) of Section 10, Township 20 South, Range 32 East. The completed intervals of the Wells will be orthodox. The completed interval of the Colonel Freckles Fed Com 1H well will be located within 330’ of the quarter-quarter section line separating the W/2 W/2 and E/2 W/2 of Section 34, Township 19 South, Range 32 East, and Sections 3 and 10, Township 20 South, Range 32 East, to allow for the creation of a standard 960-acre horizontal spacing unit. Also to be considered will be the cost of drilling and completing the Wells and the allocation of the cost, the designation of Applicant as operator of the Wells, and a 200% charge for the risk involved in drilling and completing the Wells. The Wells are located approximately 32 miles southwest of Hobbs, New Mexico.
4. 25798 Application of Permian Resources Operating, LLC for Compulsory Pooling and Overlapping Spacing Unit, Lea County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Bone Spring formation underlying a 960-acre, more or less, standard, overlapping, horizontal spacing unit comprised of the W/2 of Section 34, Township 19 South, Range 32 East, and Sections 3 and 10, Township 20 South, Range 32 East, Lea County, New Mexico (“Unit”). The Unit will be dedicated to the following wells (“Wells”): Colonel Freckles Fed Com 3H, Colonel Freckles Fed Com 5H, and Colonel Freckles Fed Com 7H, which will be drilled from a surface hole location in the NE/4 NW/4 (Unit C) of Section 34, Township 19 South, Range 32 East, to a bottom hole location in SE/4 SW/4 (Unit N) of Section 10, Township 20 South, Range 32 East; and Colonel Freckles Fed Com 4H, Colonel Freckles Fed Com 6H, and Colonel Freckles Fed Com 8H, which will be drilled from a surface hole location in the NW/4 NW/4 (Unit D) of Section 34, Township 19 South, Range 32 East, to a bottom hole location in SW/4 SW/4 (Unit M) of Section 10, Township 20 South, Range 32 East. The completed intervals of the Wells will be orthodox. The completed interval of the Colonel Freckles Fed Com 4H well will be located within 330’ of the quarter-quarter section line separating the E/2 W/2 and W/2 W/2 of Section 34, Township 19 South, Range 32 East, and Sections 3 and 10, Township 20 South, Range 32 East, to allow for the creation of a 960-acre standard, horizontal spacing unit. The spacing unit for the Wells partially overlaps with the spacing units for the following wells, which produce from the Lusk; Bone Spring, South Pool (Code 41460): Lusk 34 Federal #001H (API No. 30-025-40797) located in the W/2 W/2 of Section 34, Township 19 South, Range 32 East; and Lusk 34 Federal #002H (API No. 30-025-40693) located in the E/2 W/2 of Section 34, Township 19 South, Range 32 East. Also to be considered will be the cost of drilling and completing the Wells and the allocation of the cost, the designation of Applicant as operator of the Wells, and a 200% charge for the risk involved in drilling and completing the Wells. The Wells are located approximately 32 miles southwest of Hobbs, New Mexico.
