PRELIMINARY DOCKET: Examiner Hearing for Thursday, July 1, 2021

Applications for hearing shall be filed at least thirty (30) days in advance of the hearing date. A party who intends to present evidence shall file a pre-hearing statement no later than the close of business on the Thursday prior to the hearing date and serve a copy on the other parties, if any. The hearing examiner will dismiss the application if the applicant does not file and serve a pre-hearing statement as specified above. Applicant seeks to dedicate the above-referenced horizontal spacing unit to the following proposed initial wells: (1) The Broadside 13-24 Fed Com #3H well, and (2) the Broadside 13-24 Fed Com #25H well, to be horizontally drilled from a surface hole location in the SE/4 SE/4 (Unit P) of Section 12 to a bottom hole location in the SE/4 SE/4 (Unit P) of Section 24; (3) The Broadside 13-24 Fed Com #4H well, and (4) the Broadside 13-24 Fed Com #15H well, to be horizontally drilled from a common surface hole location in the SE/4 SE/4 (Unit P) of Section 12 to bottom hole locations in the SW/4 SE/4 (Unit O) of Section 24. The completed interval of the Broadside 13-24 Fed Com #4H well will remain within 330 feet of the quarter-quarter line separating the W/2 E/2 from the E/2 E/2 of Sections 13 and 24 to allow inclusion of these proximity tracts into a standard horizontal spacing unit. Also to be considered will be the cost of drilling and completing the well, the allocation of the costs thereof, the actual operating costs and charges for supervision, the designation of the Applicant as operator, and the imposition of a 200% charge for risk involved in drilling and completing the well. Said area is located approximately 24 miles west of Jal, New Mexico.
2. 21954 Application of Longfellow Energy, LP for Compulsory Pooling and for Approval of a Non-Standard Location, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order from the Division pooling all uncommitted interests in the Yeso formation (Artesia; Glorieta-Yeso [96830]) in a standard 160-acre, more or less, horizontal spacing and proration unit (“HSU”) comprised of the N/2 N/2 of Section 29, Township 17 South, Range 28 East, NMPM, in Eddy County, New Mexico. Applicant proposes to drill the Elvis State Com 29A 001H well, to be horizontally drilled from an approximate surface hole location 790’ FNL and 560’ FWL of Section 28, T17S-R28E, to an approximate bottom hole location 181’ FNL and 100’ FWL of Section 29, T17S-R28E. Applicant further requests approval of an unorthodox location for the well because the completed interval is closer than 330’ from the outer boundary of the HSU. The first and last take points for the well will meet the setback requirements set forth in the statewide rules for horizontal oil wells. Also to be considered will be the cost of drilling and completing the wells and the allocation of the costs, the designation of Applicant as Operator of the wells, and a 200% charge for the risk involved in drilling and completing the wells. The wells and lands are located approximately 14 miles west of Loco Hills, New Mexico.
3. 21974 Application of Novo Oil & Gas Northern Delaware, LLC to Amend Order Nos. R-21209 & R-21209-A, Eddy County, New Mexico. Applicant in the above-styled cause seeks to amend Order Nos. R-21209 and R-21209-A (“Orders”) to approve a standard 240-acre, more or less, horizontal spacing unit comprised of the W/2 SW/4 of Section 10, and the W/2 W/2 of Section 15, Township 23 South, Range 29 East, NMPM, Eddy County, New Mexico, and pooling all interests under the terms of the Orders. Order No. R-21209 pooled the uncommitted interests in the Bone Spring formation (Laguna Salado; Bone Spring (96721)) from a depth of 7,839 to the base of the formation, and dedicated the Unit to the proposed initial wells, both of which will be horizontally drilled from a common surface location in the SW/4 SW/4 (Unit M) of Section 15 to bottom hole locations in the NW/4 SW/4 (Unit L) of Section 10: (1) the Saturninus Fed Com 1510 #121H well, and (2) the Saturninus Fed Com 1510 #131H well. Said area is located approximately 8 miles east of Loving, New Mexico.
4. 21975 Application of Novo Oil & Gas Northern Delaware, LLC to Amend Order Nos. R-21210 & 21210-A, Eddy County, New Mexico. Applicant in the above-styled cause seeks to amend Order Nos. R-21210 and R-21210-A (“Orders”) to approve a standard 240-acre, more or less, horizontal spacing unit comprised of the E/2 SW/4 of Section 10, and the E/2 W/2 of Section 15, Township 23 South, Range 29 East, NMPM, Eddy County, New Mexico, and pooling all interests under the terms of the Orders. 5. 21976 Application of Novo Oil & Gas Northern Delaware, LLC to Amend Order Nos. R-21211 & 21211-A, Eddy County, New Mexico. Applicant in the above-styled cause seeks to amend Order Nos. R-21211 and 21211-A to approve a standard 480-acre, more or less, horizontal spacing unit comprised of the W/2 SW/4 of Section 10, and the W/2 W/2 of Section 15, Township 23 South, Range 29 East, NMPM, Eddy County, New Mexico, and pooling all interests under the terms of the Orders. •    The Saturninus Fed Com 1510 #211H Well, the Saturninus Fed Com 1510 #212H Well, the Saturninus Fed Com 1510 #221H Well, the Saturninus Fed Com 1510 #231H Well, and the Saturninus Fed Com 1510 #232H Well, each of which will be horizontally drilled from a common surface location in the SW/4 SW/4 (Unit M) of Section 15 to bottom hole locations in the NW/4 SW/4 (Unit L) of Section 10.
•    The Saturninus Fed Com 1510 #215H Well, the Saturninus Fed Com 1510 #222H Well, the Saturninus Fed Com 1510 #225H Well, and the Saturninus Fed Com 1510 #235H Well, each of which will be horizontally drilled from a surface location in the SW/4 SW/4 (Unit M) of Section 15 to a bottom hole location in the NE/4 SW/4 (Unit K) of Section 10.
Said area is located approximately 8 miles east of Loving, New Mexico.
6. 21977 Application of EOG Resources, Inc. for compulsory pooling, Lea County, New Mexico. Applicant in the above-styled cause seeks an order pooling all uncommitted interest owners in the Wolfcamp formation underlying a standard 320-acre, more or less, horizontal spacing unit comprised of the W/2 of Section 21, Township 24 South, Range 34 East, NMPM, Lea County, New Mexico. Applicant seeks to dedicate the above-referenced horizontal spacing unit to the to the following proposed wells:
•    The Galleon 21 Fed #701H well (API No. 30-025-47279) and the Galleon 21 Fed #702H well (API No. 30-025-47280), to be drilled from a common surface hole location in SW/4 SW/4 (Unit M) of said Section 21 to bottom hole locations in the NW/4 NW/4 (Unit D) of said Section 21; and
•    The Galleon 21 Fed #703H well (API No. 30-025-47281), and the Galleon 21 Fed #704H well (API No. 30-025-47282), to be drilled from a common surface hole location in SE/4 SW/4 (Unit N) of said Section 21 to bottom hole locations in the NE/4 NW/4 (Unit C) of said Section 21.
The completed interval for the proposed Galleon 21 Fed #703H well will remain within 330 feet of the quarter-quarter line separating the W/2 W/2 from the E/2 W/2 of Section 21 to allow inclusion of this acreage into a standard 320-acre horizontal well spacing unit. Also, to be considered will be the cost of drilling and completing the wells, the allocation of the cost thereof, the actual operating costs and charges for supervision, the designation of applicant as operator, and the imposition of 200% charge for risk involved in drilling and completing each well. Said area is located approximately 17 miles southeast of Galleon, New Mexico.
7. 21978 Application of EOG Resources, Inc. for approval of 1,000-acre non-standard spacing units in the Bone Spring & Wolfcamp formations comprised of acreage subject to a proposed communitization agreement, Lea County, New Mexico. Applicant in the above-styled cause seeks an order approving 1,000-acre, more or less, non-standard spacing units to match the corresponding proposed Communitization Agreements for the federal acreage underlying all of Section 10, and the N/2 and the NW/4 SW/4 of Section 15, Township 24 South, Range 32 East, NMPM, Lea County, New Mexico. Applicant in the above-styled cause seeks an order from the Division approving a non-standard location (“NSL”) for the Ozzy Fed Com 18C 003H, API# 30-015-48330 (“Ozzy 3H”), to be drilled for purposes of production from the Empire; Glorieta-Yeso Pool (Pool Code 96210), which will be dedicated to a standard 147-acre, more or less, horizontal spacing and proration unit (“HSU”) comprised of the N/2 S/2 of irregular Section 18, Township 17 South, Range 29 East, NMPM, in Eddy County, New Mexico. Applicant proposes to drill the Ozzy 3H from a surface hole located approximately 1565’ FSL and 675’ FEL of Section 13-T17S-R28E and a bottom hole located approximately 1540’ FSL and 20’ FEL of Section 18-T17S-R29E. Applicant seeks an order pooling all mineral interest owners in the Bone Spring formation underlying a horizontal spacing unit comprised of the N/2S/2 of Section 32 and N/2S/2 of Section 31, Township 17 South, Range 31 East, NMPM. The unit will be dedicated to the Cedar 3231 Fed. Com. Well No. 123H, with a first take point in the NE/4SE/4 of Section 32 and a last take point in the NW/4SW/4 of Section 31. Applicant seeks an order pooling all mineral interest owners in the Bone Spring formation underlying a horizontal spacing unit comprised of the S/2S/2 of Section 32 and S/2S/2 of Section 31, Township 17 South, Range 31 East, NMPM. The unit will be dedicated to the Cedar 3231 Fed. Com. Well No. 124H, with a first take point in the SE/4SE/4 of Section 32 and a last take point in the SW/4SW/4 of Section 31.
