OCD Permitting

PRELIMINARY DOCKET: OCD Special Hearing for September 17, 2024

Applications for hearing shall be filed at least thirty (30) days in advance of the hearing date. A party who intends to present evidence shall file a pre-hearing statement no later than the close of business on the Thursday prior to the hearing date and serve a copy on the other parties, if any. The hearing examiner will dismiss the application if the applicant does not file and serve a pre-hearing statement as specified above. A party desiring to use projection equipment at the hearing shall contact Florene Davidson, OCD Clerk, no later than seven (7) business days prior to the hearing.

NOTICE: The hearing examiner may call the following cases in any order in his or her discretion.

1. 24396 Application of Fasken Oil & Ranch, LTD to Extend the Drilling Deadline Under Order R-22121, Lea County, New Mexico. Applicant in the above-styled cause seeks an extension of time to drill the initial well under pooling Order No. R-22121. This Order pooled the Bone Spring formation underlying a standard 320-acre horizontal well spacing unit comprised of the W/2 W/2 of Sections 22 and 15, Township 20 South, Range 32 East, NMPM, Lea County, New Mexico. Fasken is the designated operator under the pooling order and the pooled spacing unit is initially dedicated to the proposed Baetz 22/15 Fed Com 1H well to be horizontally drilled from a surface location in the SW/4 SW/4 (Unit M) of Section 22, to a bottom hole location in the NW/4 NW/4 (Unit D) of Section 15. Said area is located 29 miles northeast of Carlsbad, New Mexico.
2. 24397 Application of Fasken Oil & Ranch, LTD to Extend the Drilling Deadline Under Order R-22122, Lea County, New Mexico. Applicant in the above-styled cause seeks an extension of time to drill the initial well under pooling Order No. R-22122. This Order pooled the Bone Spring formation underlying a standard 320-acre horizontal well spacing unit comprised of the E/2 W/2 of Sections 22 and 15, Township 20 South, Range 32 East, NMPM, Lea County, New Mexico. Fasken is the designated operator under the pooling order and the pooled spacing unit is initially dedicated to the proposed Baetz 22/15 Fed Com 2H well to be horizontally drilled from a surface location in the SW/4 SW/4 (Unit M) of Section 22, to a bottom hole location in the NE/4 NW/4 (Unit C) of Section 15. Said area is located 29 miles northeast of Carlsbad, New Mexico.
3. 24771 Application of Marathon Oil Permian LLC for Compulsory Pooling, Lea County, New Mexico. Applicant seeks an order from the Division pooling all uncommitted mineral interests within a standard 960-acre, more or less, Bone Spring horizontal spacing unit underlying the W/2 of Sections 10, 15, and 22, Township 20 South, Range 32 East, NMPM, Lea County, New Mexico. This spacing unit will be dedicated to the Queenie West Fed Com 301H, Queenie West Fed Com 501H, and Queenie West Fed Com 601H wells to be horizontally drilled with first take points in the SW/4SW/4 (Unit M) of Section and last take points in the NW/4 NW/4 (Unit D) of Section 10; and the Queenie West Fed Com 502H and Queenie West Fed Com 602H wells to be horizontally drilled with first take points in the SE/4SW/4 (Unit N) of Section and last take points in the NE/4 NW/4 (Unit C) of Section 10. The producing area for the wells is expected to be orthodox. The completed interval for the Queenie West Fed Com 301H is expected to be less than 330 feet from the adjoining tracts thereby allowing for the inclusion of the proximity tracts within the proposed spacing unit. Also to be considered will be the cost of drilling and completing said wells, the allocation of these costs as well as the actual operating costs and charges for supervision, designation of Marathon as operator of the wells, and a 200% charge for risk involved in drilling said wells. Said area is located approximately 19 miles south of Maljamar, New Mexico.
4. 24740 Application of MRC Permian Company for Compulsory Pooling, Lea County, New Mexico. Applicant in the above-styled cause seeks an order pooling a standard 320-acre, more or less, horizontal well spacing unit in the Bone Spring formation underlying the W2W2 of Sections 28 and 33, Township 28 South, Range 34 East, NMPM, Lea County, New Mexico. Said unit will be initially dedicated to the proposed Bobby Pickard State Com 121H well to be horizontally drilled from a surface location on the SW4 of Section 21, with proposed first take point in the NW4NW4 (Unit D) of Sections 28 and a last take point in the SW4SW4 (Unit M) of Section 33. Also, to be considered will be the cost of drilling and completing the well and the allocation of the cost thereof, actual operating costs and charges for supervision, designation of Matador Production Company as operator of the well, and a 200% charge for risk involved in drilling the well. The subject area is located approximately 20 miles southwest of Lovington, New Mexico.
5. 24741 Application of MRC Permian Company for Compulsory Pooling, Lea County, New Mexico. Applicant in the above-styled cause seeks an order pooling a standard 320-acre, more or less, horizontal well spacing unit in the Bone Spring formation underlying the E2W2 of Sections 28 and 33, Township 28 South, Range 34 East, NMPM, Lea County, New Mexico. Said unit will be initially dedicated to the proposed Bobby Pickard State Com 122H well to be horizontally drilled from a surface location on the SW4 of Section 21, with proposed first take point in the NE4NW4 (Unit C) of Sections 28 and a last take point in the SE4SW4 (Unit N) of Section 33. Also, to be considered will be the cost of drilling and completing the well and the allocation of the cost thereof, actual operating costs and charges for supervision, designation of Matador Production Company as operator of the well, and a 200% charge for risk involved in drilling the well. The subject area is located approximately 20 miles southwest of Lovington, New Mexico.

Said unit will be initially dedicated to the proposed Bobby Pickard State Com 123H well to be horizontally drilled from a surface location on the SW4 of Section 21, with proposed first take point in the NW4NE4 (Unit B) of Sections 28 and a last take point in the SW4SE4 (Unit O) of Section 33. Said unit will be initially dedicated to the proposed Bobby Pickard State Com 124H well to be horizontally drilled from a surface location on the SW4 of Section 21, with proposed first take point in the NE4NE4 (Unit P) of Sections 28 and a last take point in the SE4SE4 (Unit P) of Section 33. Also, to be considered will be the cost of drilling and completing the well and the allocation of the cost thereof, actual operating costs and charges for supervision, designation of Matador Production Company as operator of the well, and a 200% charge for risk involved in drilling the well.
