PRELIMINARY DOCKET: Special Examiner's Hearing set for November 18, 2025

For hearings by affidavit: presenting parties are required to submit a pre-hearing statement no later than the Thursday before the hearing. The pre-hearing statement shall include: 1) a list of disputed facts and issues; 2) identification of witnesses and their qualifications; and 3) all exhibits and written testimony a party intends to enter into evidence at the hearing and a full narrative for each.

For contested matters: pre-hearing statements shall be filed no later than 9:00 a.m., 4 business days prior to the hearing and in addition to the requirements of 19.15.4.13.B(1) NMAC, shall include: all evidentiary exhibits, documents, affidavits, and full-written testimony of any witness a party offers at the hearing. Exhibits must be sequentially marked on every page.

Failure to timely file a complete pre-hearing statement may cause the Hearing Examiner to continue the hearing and/or impose sanctions up to and including the exclusion of late-filed evidence. Evidentiary objections must be filed no later than 48 hours before the hearing. Rulings on the objections will be addressed as a preliminary matter when the case is called.

3. 25634 Application of Mewbourne Oil Company for Compulsory Pooling, Eddy County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Second Bone Spring interval of the Bone Spring formation underlying an 876.42-acre, more or less, non-standard horizonal spacing unit comprised of the N/2 of Section 19, Township 18 South, Range 30 East, the N/2 of Section 24, Township 18 South, Range 29 East, and the N/2 of Section 23, excluding the E/2 NE/4, Township 18 South, Range 29 East, Eddy County, New Mexico (“Unit”). The Unit will be dedicated to the following wells (“Wells”): IOU 19/23 Fed Com #521H, which will be drilled from a surface hole location in the NW/4 NW/4 (Unit D) of Section 20, Township 18 South, Range 30 East, to a bottom hole location in the NW/4 NW/4 (Unit D) of Section 23, Township 18 South, Range 29 East; and IOU 19/23 Fed Com #523H, which will be drilled from a surface hole location in the NW/4 NW/4 (Unit D) of Section 20, Township 18 South, Range 30 East, to a bottom hole location in the SW/4 NW/4 (Unit E) of Section 23, Township 18 South, Range 29 East. The completed intervals of the Wells will be orthodox. Also to be considered will be the cost of drilling and completing the Wells, the allocation of the costs, the designation of Applicant as operator of the Wells and the Unit, and a 200% charge for the risk involved in drilling and completing the Wells. The Wells are located approximately 21 miles East-Southeast of Artesia, New Mexico.

4. 25635 Application of Longfellow Operating Partners, LLC for Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order from the Oil Conservation Division approving a standard ~640-acre horizontal spacing and proration unit (“HSU”), with proximity tracts, comprised of the North Half of Section 24, Township 17 South, Range 27 East and the North Half of Section 19, Township 17 South, Range 28 East, in Eddy County, New Mexico and pooling all mineral interests in the Yeso formation (EMPIRE; GLORIETA-YESO [96210]) underlying the HSU. Applicant proposes to drill the following 2.0-mile wells in the HSU: Bonzo 1924 Fed Com ABX 001H well, to be horizontally drilled from a surface hole location (“SHL”) approximately 1,200' FWL & 1,080' FNL of Section 20-17S-28E and a bottomhole location (“BHL”) approximately 80' FWL & 330' FNL of Section 24-17S-27E; Bonzo 1924 Fed Com ABX 002H well, to be horizontally drilled from a SHL approximately 1,200' FWL & 1,100' FNL of Section 20-17S-28E and a BHL approximately 80' FWL & 780' FNL of Section 24-17S-27E; Bonzo 1924 Fed Com ABX 003H well, to be horizontally drilled from a SHL approximately 1,200' FWL & 1,120' FNL of Section 20-17S-28E and a BHL approximately 80' FWL & 1,230' FNL of Section 24-17S-27E; Bonzo 1924 Fed Com ABX 004H well, to be horizontally drilled from a SHL approximately 1,200' FWL & 1,140' FNL of Section 20-17S-28E and a BHL approximately 80' FWL & 1,680' FNL of Section 24-17S-27E; and Bonzo 1924 Fed Com ABX 005H well, to be horizontally drilled from a SHL approximately 1,200' FWL & 1,160' FNL of Section 20-17S-28E and a BHL approximately 80' FWL & 2,130' FNL of Section 24-17S-27E. The Bonzo 1924 Fed Com ABX 003H well is a proximity well. With the proximity tracts, the completed intervals will meet standard setback requirements. The first and last take points will meet the setback requirements set forth in the statewide rules for horizontal oil wells. Additional considerations will be the cost of drilling and completing the well and allocation of such costs, the designation of Applicant as operator of the HSU and wells to be drilled thereon, and a 200% charge for the risk involved in drilling and completing the well. The well and lands are located approximately 9 miles East of Artesia, New Mexico.
5. 25661 Application of Mewbourne Oil Company for compulsory pooling, Eddy County, New Mexico: Mewbourne Oil Company (“Applicant”) has filed an application with the Oil Conservation Division (the “Division”) for an order pooling all uncommitted mineral interest owners in the Bone Spring formation underlying a non-standard spacing unit comprised of Lots 1-4 and the S/2N/2 (the N/2) of Section 5, and Lots 1-5, SE/4NW/4, and S/2NE/4 (the N/2) of Section 6, Township 18 South, Range 31 East, NMPM, Eddy County, New Mexico (the “Unit). Applicant proposes to drill the following wells in the Unit:

(a)    The Fresh Squeezed 6/5 Fed. Com. Well No. 404H, with a first take point in the SW/4NW/4 (Unit E) of Section 6 and a last take point in the SE/4NE/4 (Unit H) of Section 5;
(b)    The Fresh Squeezed 6/5 Fed. Com. Well No. 521H, with a first take point in the NW/4NW/4 (Unit D) of Section 6 and a last take point in the NE/4NE/4 (Unit A) of Section 5; and
(c)    The Fresh Squeezed 6/5 Fed. Com. Well No. 523H, with a first take point in the SW/4NW/4 (Unit E) of Section 6 and a last take point in the SE/4NE/4 (Unit H) of Section 5.

Also to be considered will be the cost of drilling, completing, testing, and equipping the wells, and the allocation of the cost thereof among the wells’ working interest owners, designation of Applicant as operator of the wells and the Unit, approval actual operating charges and costs charged for supervision, together with a provision adjusting the rates pursuant to the COPAS accounting procedure, and setting a 200% charge for the risk involved in drilling, completing, testing, and equipping the wells in the event a working interest owner elects not to participate in the wells. The Unit is located approximately 29 miles east of Atoka, New Mexico.
6. 25662 Application of Mewbourne Oil Company for compulsory pooling, Eddy County, New Mexico: Mewbourne Oil Company (“Applicant”) has filed an application with the Oil Conservation Division (the “Division”) for an order pooling all uncommitted mineral interest owners in the Bone Spring formation underlying a non-standard spacing unit comprised the S/2 of Section 5, and Lots 3,4, E/2SW/4, and SE/4 (the S/2) of Section 6, Township 18 South, Range 31 East, NMPM, Eddy County, New Mexico (the “Unit). Applicant proposes to drill the following wells in the Unit:

(a)    The Fresh Squeezed 6/5 Fed. Com. Well No. 408H, with a first take point in the SW/4SW/4 (Unit M) of Section 6 and a last take point in the SE/4SE/4 (Unit P) of Section 5;
(b)    The Fresh Squeezed 6/5 Fed. Com. Well No. 526H, with a first take point in the NW/4SW/4 (Unit L) of Section 6 and a last take point in the NE/4SE/4 (Unit I) of Section 5; and
(c)    The Fresh Squeezed 6/5 Fed. Com. Well No. 528H, with a first take point in the SW/4SW/4 (Unit M) of Section 6 and a last take point in the SE/4SE/4 (Unit P) of Section 5.

Also to be considered will be the cost of drilling, completing, testing, and equipping the wells, and the allocation of the cost thereof among the wells’ working interest owners, designation of Applicant as operator of the wells and the Unit, approval actual operating charges and costs charged for supervision, together with a provision adjusting the rates pursuant to the COPAS accounting procedure, and setting a 200% charge for the risk involved in drilling, completing, testing, and equipping the wells in the event a working interest owner elects not to participate in the wells. The Unit is located approximately 29 miles east of Atoka, New Mexico.
7. 25670 Application of Read & Stevens, Inc. for Approval of an Overlapping Horizontal Well Spacing Unit and Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order (1) approving a standard 480-acre, more or less, overlapping horizontal well spacing unit in a portion of the Bone Spring formation, from the top of the Bone Spring formation to the base of the First Bone Spring, underlying the N/2 N/2 of Sections 14, 15, and 16, Township 18 South, Range 31 East, NMPM, Eddy County, New Mexico, and (2) pooling all uncommitted interests in this acreage. Said unit will be initially dedicated to the proposed Slim Jim 14-15 Federal Com 111H well, to be horizontally drilled from a surface location in the NE/4 NE/4 (Unit A) of Section 14, to a bottom hole location in the NW/4 NW/4 (Unit D) of Section 16. This proposed horizontal well spacing unit will overlap the following spacing unit in the Bone Spring formation:
•    An existing 160-acre horizontal spacing unit in the Bone Spring formation underlying the N/2 N/2 of Section 15, T18S-R31E, currently dedicated to the Tamano 15 AD Federal Com 1H (API No. 30-015-40868), operated by Mewbourne Oil Company.
    Also, to be considered will be the cost of drilling and completing the well and the allocation of the cost thereof, actual operating costs and charges for supervision, designation of Permian Resources Operating, LLC as operator of the well, and a 200% charge for risk involved in drilling said well. Said area is located approximately 8.5 miles southwest of Maljamar, New Mexico.
8. 25671 Application of Read & Stevens, Inc. for Approval of an Overlapping Horizontal Well Spacing Unit and Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order (1) approving a standard 480-acre, more or less, overlapping horizontal well spacing unit in the Bone Spring formation underlying the S/2 N/2 of Sections 14, 15, and 16, Township 18 South, Range 31 East, NMPM, Eddy County, New Mexico, and (2) pooling all uncommitted interests in this acreage. Said unit will be initially dedicated to the proposed Slim Jim 14-15 Federal Com 122H and Slim Jim 14-15 Federal Com 142H wells, both to be horizontally drilled from surface locations in the NE/4 NE/4 (Unit A) of Section 14, to bottom hole locations in the SW/4 NW/4 (Unit E) of Section 16. This proposed horizontal well spacing unit will overlap the following spacing unit in the Bone Spring formation:
•    An existing 40-acre vertical spacing unit in the Bone Spring formation underlying the SW/4 NE/4 (Unit G) of Section 15, T18S-R31E, currently dedicated to the Tamano 15 Federal Com 2 (API No. 30-015-33398), operated by Mewbourne Oil Company.
    Also, to be considered will be the cost of drilling and completing the wells and the allocation of the cost thereof, actual operating costs and charges for supervision, designation of Permian Resources Operating, LLC as operator of the wells, and a 200% charge for risk involved in drilling said wells. Said area is located approximately 8.5 miles southwest of Maljamar, New Mexico.
9. 25672 Application of Read & Stevens, Inc. for Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order pooling all uncommitted interests in a portion of the Bone Spring formation, from the top of the Bone Spring formation to 9,397 feet total vertical depth, underlying a standard 960-acre, more or less, horizontal well spacing unit comprised of the S/2 of Sections 14, 15, and 16, Township 18 South, Range 31 East, NMPM, Eddy County, New Mexico. Said unit will be initially dedicated to the proposed Slim Jim 14-15 Federal Com 123H well, to be horizontally drilled from a surface location in the SE/4 of Section 14, to a bottom hole location in the NW/4 SW/4 (Unit L) of Section 16; and Slim Jim 14-15 Federal Com 125H and Slim Jim 14-15 Federal Com 144H wells, both to be horizontally drilled from surface locations in the SE/4 of Section 14, to bottom hole locations in the SW/4 SW/4 (Unit M) of Section 16. The completed interval of the Slim Jim 14-15 Federal Com 125H is expected to remain within 330 feet of the adjoining quarter-quarter section (or equivalent) tracts to allow inclusion of these proximity tracts within the proposed horizontal spacing unit under 19.15.16.15.B(1)(b) NMAC. Also, to be considered will be the cost of drilling and completing the wells and the allocation of the cost thereof, actual operating costs and charges for supervision, designation of Permian Resources Operating, LLC as operator of the wells, and a 200% charge for risk involved in drilling said wells. Said area is located approximately 8.5 miles southwest of Maljamar, New Mexico.
10. 25673 Application of Read & Stevens, Inc. for Approval of an Overlapping Horizontal Well Spacing Unit and Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order (1) approving a standard 480-acre, more or less, overlapping horizontal well spacing unit in a portion of the Bone Spring formation, from approximately 9,293 feet total vertical depth to the base of the Bone Spring formation, underlying the N/2 N/2 of Sections 14, 15, and 16, Township 18 South, Range 31 East, NMPM, Eddy County, New Mexico, and (2) pooling all uncommitted interests in this acreage. Said unit will be initially dedicated to the proposed Slim Jim 14-15 Federal Com 133H well, to be horizontally drilled from a surface location in the SE/4 of Section 14, to a bottom hole location in the NW/4 SW/4 (Unit L) of Section 16; and Slim Jim 14-15 Federal Com 134H well, to be horizontally drilled from a surface location in the SE/4 of Section 14, to a bottom hole location in the SW/4 SW/4 (Unit M) of Section 16. The completed interval of the Slim Jim 14-15 Federal Com 134H is expected to remain within 330 feet of the adjoining quarter-quarter section (or equivalent) tracts to allow inclusion of these proximity tracts within the proposed horizontal spacing unit under 19.15.16.15.B(1)(b) NMAC. 13. 25677 Amended Application of Coterra Energy Operating Company to Amend Order No. R-23453 to Extend the Drilling Deadline, Lea County, New Mexico. Applicant in the above-styled cause seeks a year extension time for drilling the remaining wells under Order No. R-23453 in case number 24543. The Unit is composed of All of Sections 25 and 36, Township 18 South, Range 33 East, N.M.P.M., Lea County, New Mexico. Coterra Energy Operating Company is the designated operator under the pooling order. Order No. R-23453 pooled the uncommitted interests in the Wolfcamp formation in the Unit and dedicated the Unit to the proposed initial wells including: Royal Oak 25 Fed Com #006 Well (API No. 30-025-52841), Royal Oak 25 Fed Com #007H Well (API No. 30-025-53052), Royal Oak 25 Fed Com #008H Well (API 30-025-53264), and Royal Oak 25 Fed Com #009H Well (API No. 30-025-54152). Said Unit areas are located approximately 28 miles west from Hobbs, New Mexico.
14. 25678 Amended Application of Coterra Energy Operating Company to Amend Order No. R-23452 to Extend the Drilling Deadline, Lea County, New Mexico. Applicant in the above-styled cause seeks a year extension time for drilling the remaining wells under Order No. R-23452 in case number 24544. The Unit is composed of All of Sections 25 and 36, Township 18 South, Range 33 East, N.M.P.M., Lea County, New Mexico. Coterra Energy Operating Company is the designated operator under the pooling order. 15. 25686 Application of Permian Resources Operating, LLC for Compulsory Pooling, Eddy County, New Mexico.
