PRELIMINARY DOCKET: OCD Status Conference Docket for February 26, 2026

For hearings by affidavit: presenting parties are required to submit a pre-hearing statement no later than the Thursday before the hearing. The pre-hearing statement shall include: 1) a list of disputed facts and issues; 2) identification of witnesses and their qualifications; and 3) all exhibits and written testimony a party intends to enter into evidence at the hearing and a full narrative for each.

For contested matters: pre-hearing statements shall be filed no later than 9:00 a.m., 4 business days prior to the hearing and in addition to the requirements of 19.15.4.13.B(1) NMAC, shall include: all evidentiary exhibits, documents, affidavits, and full-written testimony of any witness a party offers at the hearing. Exhibits must be sequentially marked on every page.

Failure to timely file a complete pre-hearing statement may cause the Hearing Examiner to continue the hearing and/or impose sanctions up to and including the exclusion of late-filed evidence. Evidentiary objections must be filed no later than 48 hours before the hearing. Rulings on the objections will be addressed as a preliminary matter when the case is called.

1. 25547 Application of Select Water Solutions, LLC for Approval of a Saltwater Disposal Well, Lea County, New Mexico. Select Water Solutions, LLC (“Select Water”) (OGRID No. 289068) applies for an order approving its proposed Javelina Fed 4 SWD #1, to be drilled at a location 408’ from the south line and 831’ from the east line (Unit P) of Section 4, Township 26 South, Range 35 East, Lea County, New Mexico, for the purpose of produced water disposal. Select Water seeks authorization to inject produced water into the Bell Canyon and Cherry Canyon formations (SWD; Bell Canyon-Cherry Canyon; Code 96802), at a depth of approximately 5,360 feet to 7,550 feet. Select Water proposes to inject an average of 15,000 barrels of water per day up to a maximum of 20,000 barrels of water per day, and requests that the Division approve a maximum surface injection pressure of 1,072 psi. The well is located approximately 10.95 miles SW of Jal, New Mexico.
2. 25548 Application of Select Water Solutions, LLC for Approval of a Saltwater Disposal Well, Lea County, New Mexico. Select Water Solutions, LLC (“Select Water”) (OGRID No. 289068) applies for an order approving its proposed Jackrabbit Fed SWD #1, to be drilled at a location 556’ from the south line and 1,968’ from the east line (Unit O) of Section 28, Township 26 South, Range 35 East, Lea County, New Mexico, for the purpose of produced water disposal. Select Water seeks authorization to inject produced water into the Bell Canyon and Cherry Canyon formations (SWD; Bell Canyon-Cherry Canyon; Code 96802), at a depth of approximately 5,305 feet to 7,750 feet. Select Water proposes to inject an average of 15,000 barrels of water per day up to a maximum of 20,000 barrels of water per day, and requests that the Division approve a maximum surface injection pressure of 1,061 psi. The well is located approximately 12.93 miles SW of Jal, New Mexico.
3. 25709 Application of Admiral Permian Operating LLC for Compulsory Pooling, Eddy County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Wolfcamp formation underlying a 480-acre, more or less, standard horizontal spacing unit comprised of the W/2 W/2 of Section 17 and E/2 of Section 18, Township 23 South, Range 28 East, Eddy County, New Mexico (“Unit”). The Unit will be dedicated to the following U-turn wells (“Wells”): Carrasco Estates Fee Unit 401H, which will be drilled from a surface hole location in the SE/4 SE/4 (Unit P) of Section 18 to bottom hole locations in the SW/4 SW/4 (Unit M) of Section 17; and Carrasco Estates Fee Unit 421H, which will be drilled from a surface hole location in the SE/4 SE/4 (Unit P) of Section 18 to bottom hole locations in the SW/4 SE/4 (Unit O) of Section 18. The completed intervals of the Wells will be orthodox. Admiral requests approval of a non-standard horizontal spacing unit pursuant to Rule 19.15.16.15(B)(5) NMAC, which will create cost efficiencies, prevent waste, and protect correlative rights. Also to be considered will be the cost of drilling and completing the Wells, the allocation of the costs, the designation of Applicant as operator of the Wells and the Unit, and a 200% charge for the risk involved in drilling and completing the Wells. The Wells are located approximately 2 miles northwest of Loving, New Mexico.
4. 25893 Application WPX Energy Permian, LLC, for Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks for an order pooling all uncommitted mineral interests in the Bone Spring formation, designated as an oil pool, underlying a standard 430.41-acre, more or less, spacing unit comprised of the E/2 of Section 26 and Lots 5, 6, 11, and 12 of Section 35, all in Township 26 South, Range 29 East, NMPM, Eddy County, New Mexico. The proposed wells to be dedicated to the horizontal spacing unit are the; Steel Guitar 35-26 Fed Com 324H Well, an oil well, to be drilled as a U-Turn well, with the surface location in or near the NE/4 NE/4 (Unit A) of Section 26 to a bottom hole location in or near the NE/4 NE/4 (Unit A) of Section 26; the Steel Guitar 35-26 Fed Com 333H Well, an oil well, to be horizontally drilled from a surface location in the NE/4 NE/4 (Unit A) of Section 26 to a bottom hole location in Lot 11 of Section 35; and the Steel Guitar 35-26 Fed Com 334H Well, an oil well, to be drilled as a U-Turn well, with the surface location in or near the NE/4 NE/4 (Unit A) of Section 26 to a bottom hole location in or near the NE/4 NE/4 (Unit A) of Section 26. The 324H and 334H Wells are orthodox in their locations, as their take points and completed intervals will comply with setback requirements under statewide rules. However, the 333H Well is unorthodox, and applicant will seek administrative approval from the OCD for the nonstandard location. The 334H Well is the proximity well, and proximity tracts will be utilized to create the standard unit. This application will supplant and replace the application in Case No. 25611 for the unit, and Order No. R-24068 will be vacated upon issuance of the new order for said unit. Also to be considered will be the cost of drilling and completing the wells and the allocation of the costs thereof; actual operating costs and charges for supervision; the designation of the Applicant as Operator of the wells and unit; and a 200% charge for the risk involved in drilling and completing the wells. The wells and lands are located adjacent to the southern state line and approximately 31 miles southeast of Carlsbad, New Mexico.
5. 25896 Application of WPX Energy Permian, LLC, for Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks for an order pooling all uncommitted mineral interests in the Wolfcamp formation, designated as a gas pool, underlying a standard 430.41-acre, more or less, spacing unit comprised of the E/2 of Section 26 and Lots 5, 6, 11, and 12 of Section 35, all in Township 26 South, Range 29 East, NMPM, Eddy County, New Mexico. The proposed horizontal wells to be dedicated to the horizontal spacing unit are the Steel Guitar 35-26 Fed Com 460H Well, a gas well, to be horizontally drilled from a surface location in or near the NE/4 NW/4 (Unit C) of Section 26 to a bottom hole location in Lot 11 of Section 35; and the Steel Guitar 35-26 Fed Com 470H Well, a gas well, to be horizontally drilled from a surface location in or near the NE/4 NE/4 (Unit A) of Section 26 to a bottom hole location in Lot 12 Section 35. All the proposed wells have unorthodox locations pursuant to Order No. R-14262; Applicant will be applying administratively for approval of the non-standard locations. This application will supplant and replace the application in Case No. 25058 for the unit, and Order No. R-23662 will be vacated upon issuance of the new order for said unit. Also to be considered will be the cost of drilling and completing the wells and the allocation of the costs thereof; actual operating costs and charges for supervision; the designation of the Applicant as Operator of the wells and unit; and a 200% charge for the risk involved in drilling and completing the wells. The wells and lands are located adjacent to the southern state line and approximately 31 miles southeast of Carlsbad, New Mexico.
6. 25897 Application of WPX Energy Permian, LLC, for Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks for an order pooling all uncommitted mineral interests in the Bone Spring formation, designated as an oil pool, underlying a standard 431.99-acre, more or less, spacing unit comprised of the W/2 of Section 26 and Lots 7-10 of Section 35, all in Township 26 South, Range 29 East, NMPM, Eddy County, New Mexico. The proposed U-lateral wells to be dedicated to the horizontal spacing unit are the; Steel Guitar 35-26 Fed Com 322H Well, an oil well, to be drilled as a U-Turn well, with the surface location in the NE/4 NW/4 (Unit C) of Section 26 to a bottom hole location in the NW/4 NW/4 (Unit D) of Section 26; and the Steel Guitar 35-26 Fed Com 331H Well, an oil well, to be drilled as a U-Turn well, with the surface location in the NE/4 NW/4 (Unit C) of Section 26 to a bottom hole location in the NW/4 NW/4 (Unit D) of Section 26. The wells are orthodox in their locations; the take points and completed intervals will comply with setback requirements under statewide rules. This application will supplant and replace the application in Case No. 25612 for the unit, and Order No. R-24069 will be vacated upon issuance of the new order for said unit. The 331H Well is the proximity well, and proximity tracts will be utilize to create the standard unit. Also to be considered will be the cost of drilling and completing the wells and the allocation of the costs thereof; actual operating costs and charges for supervision; the designation of the Applicant as Operator of the wells and unit; and a 200% charge for the risk involved in drilling and completing the wells. 7. 25900 Application of Select Water Solutions, LLC for Approval of a Saltwater Disposal Well, Lea County, New Mexico. Select Water seeks authorization to inject produced water into the Bell Canyon and Cherry Canyon formations (SWD; Bell Canyon-Cherry Canyon; Code 96802), at a depth of approximately 5,400 feet to 6,410 feet. Select Water proposes to inject an average of 15,000 barrels of water per day up to a maximum of 20,000 barrels of water per day, and requests that the Division approve a maximum surface injection pressure of 1,080 psi. The well is located approximately 11.04 miles SW of Jal, New Mexico.
8. 25746 Application of Mewbourne Oil Company for Compulsory Pooling, Eddy County, New Mexico. Applicant applies for an order pooling all uncommitted interests in the Wolfcamp formation underlying a 640-acre, more or less, standard horizontal spacing unit comprised of the E/2 of Sections 26 and 35, Township 23 South, Range 26 East, Eddy County, New Mexico (“Unit”). The Unit will be dedicated to the following wells (“Wells”): Rooster 35/26 State Com #715H well, which will be drilled from a surface hole location in the SW/4 SE/4 (Unit O) of Section 35 to a bottom hole location in the NW/4 NE/4 (Unit B) of Section 26; and Rooster 35/26 State Com #717H well, which will be drilled from a surface hole location in the SW/4 SE/4 (Unit O) of Section 35 to a bottom hole location in the NE/4 NE/4 (Unit A) of Section 26. The completed intervals of the Wells will be orthodox. Also to be considered will be the cost of drilling and completing the Wells and the allocation of the costs, the designation of Applicant as the operator of the Wells, and a 200% charge for the risk involved in drilling and completing the Wells. The Wells are located approximately 8 miles south of Carlsbad, New Mexico.
9. 25801 Application of Milestone Environmental Services, LLC to Amend Order Nos. R-21441/SWD-2034 and IPI-536 to Increase the Approved Injection Rate for the Beaza SWD No. 1, Lea County, New Mexico. Applicant seeks an order authorizing it to increase the rate of injection through its Beaza SWD #1 (API 30-025-49600) (“Well”) from 10,000 to 20,000 barrels per day. The well is located 160 feet from the East line and 2480 feet from the North line (Unit H) in Section 25, Township 24 South, Range 34 East, NMPM in Lea County, New Mexico. All other conditions of the approved permit are proposed to remain the same. The well is approved as a commercial produced water disposal well under Order No. R-21441 and SWD-2034 to inject into the Bell Canyon and Cherry Canyon formations through perforations from 5,497 feet to 7,240 feet below the surface at maximum surface injection pressure of 2,000 psi. The Well is located approximately 14 miles northwest of Jal, New Mexico.
10. 25818 Application of Permian Resources Operating, LLC for Compulsory Pooling and Overlapping Spacing Unit, Lea County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Bone Spring formation underlying a 480-acre, more or less, standard, overlapping, horizontal spacing unit comprised of the E/2 W/2 of Sections 15, 22, and 27, Township 20 South, Range 34 East, Lea County, New Mexico (“Unit”). The Unit will be dedicated to the following wells (“Wells”): Metallic Cat 27 Fed Com 112H, Metallic Cat 27 Fed Com 123H, and Metallic Cat 27 Fed Com 142H, which will produce from first take points located in the SE/4 SW/4 (Unit N) of Section 27 to last take points located in the NE/4 NW/4 (Unit C) of Section 15. The completed interval of the Metallic Cat 27 Fed Com 112H well will be unorthodox, and the completed intervals of the Metallic Cat 27 Fed Com 142H and Metallic Cat 27 Fed Com 123H wells will be orthodox. The spacing unit for the Wells partially overlaps with the spacing unit for the Marathon Road 15 NC Federal #001H (API No. 30-025-42201), which is located in the E/2 W/2 of Section 15, Township 20 South, Range 32 East, and produces from the Lea; Bone Spring Pool (Code 37570). Also to be considered will be the cost of drilling and completing the Wells and the allocation of the cost, the designation of Applicant as operator of the Wells, and a 200% charge for the risk involved in drilling and completing the Wells. The Wells are located approximately 23 miles southwest of Hobbs, New Mexico.
11. 25819 Application of Permian Resources Operating, LLC for Compulsory Pooling and Overlapping Spacing Unit, Lea County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Bone Spring formation underlying a 960-acre, more or less, standard, overlapping, horizontal spacing unit comprised of the E/2 of Sections 22, 27, and 15, Township 20 South, Range 34 East, Lea County, New Mexico (“Unit”). The Unit will be dedicated to the following wells (“Wells”): Metallic Cat 27 Fed Com 113H, Metallic Cat 27 Fed Com 124H, and Metallic Cat 27 Fed Com 125H, which will produce from first take points in the SW/4 SE/4 (Unit O) of Section 27 and to last take points in the NW/4 NE/4 (Unit D) of Section 15; and Metallic Cat 27 Fed Com 114H, Metallic Cat 27 Fed Com 126H, and Metallic Cat 27 Fed Com 144H, which will produce from first take points in the SE/4 SE/4 (Unit P) of Section 27 to last take points in the NE/4 NE/4 (Unit A) of Section 15. The completed intervals of the Wells will be orthodox. The completed interval of the Metallic Cat 27 Fed Com 125H well will be located within 330’ of the quarter-quarter section line separating the W/2 E/2 and E/2 E/2 of Sections 15, 22, and 27 to allow for the creation of a 960-acre standard, horizontal spacing unit. The spacing unit for the Wells partially overlaps with the spacing units for the following wells: Marathon Road 15 PA Federal #001H (API No. 30-025-41575), which is located in the E/2 E/2 of Section 15, Township 20 South, Range 34 East and produces from the Lea; Bone Spring Pool (Code 37570); Perry 22 Fed Com 001H (API No. 30-025-41605), which is located in the E/2 E/2 of Section 22, Township 20 South, Range 34 East and produces from the Lea; Bone Spring, South Pool (Code 37580); and Marathon Road 15 B3OB Federal #001H (API No. 30-025-41945), which is located in the W/2 E/2 of Section 15, Township 20 South, Range 34 East and produces from the Lea; Bone Spring Pool (Code 37570). Also to be considered will be the cost of drilling and completing the Wells and the allocation of the cost, the designation of Applicant as operator of the Wells, and a 200% charge for the risk involved in drilling and completing the Wells. The Wells are located approximately 23 miles southwest of Hobbs, New Mexico.
12. 25820 Application of Permian Resources Operating, LLC for Compulsory Pooling and Overlapping Spacing Unit, Lea County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Bone Spring formation underlying a 320-acre, more or less, standard, overlapping, horizontal spacing unit comprised of the W/2 W/2 of Sections 22 and 27, Township 20 South, Range 34 East, Lea County, New Mexico (“Unit”). The Unit will be dedicated to the following wells (“Wells”): Metallic Cat 27 Fed Com 121H, Metallic Cat 27 Fed Com 122H, and Metallic Cat 27 Fed Com 141H, which will produce from first take points located in the SW/4 SW/4 (Unit M) of Section 27 to last take points located in the NW/4 NW/4 (Unit D) of Section 22. The completed interval of the Metallic Cat 27 Fed Com 122H will be unorthodox and the completed intervals of the Metallic Cat 27 Fed Com 121H and Metallic Cat 27 Fed Com 141H wells will be orthodox. The spacing unit for the Wells partially overlaps with the spacing unit for the Marathon Road 14 MD Fed #001H (API No. 30-025-41215), which is located in the W/2 W/2 of Section 23, Township 20 South, Range 34 East, and produces from the Lea; Bone Spring pool (Code 37570). Also to be considered will be the cost of drilling and completing the Wells and the allocation of the cost, the designation of Applicant as operator of the Wells, and a 200% charge for the risk involved in drilling and completing the Wells. 13. 25854 Application of Spur Energy Partners LLC for Compulsory Pooling and Approval of Overlapping Spacing Unit, Eddy County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Yeso formation underlying a 320-acre, more or less, standard, overlapping horizontal spacing unit comprised of the N/2 of Section 35, Township 17 South, Range 28 East, Eddy County, New Mexico (“Unit”). 14. 25860 Application of Mewbourne Oil Company for Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order pooling all uncommitted mineral owners in a non-standard 2,560-acre, more or less, well spacing unit in the Bone Spring formation underlying All of Sections 27, 28, 29, and the E/2, E/2 W/2 and Lots 1-4 (All equivalent) of irregular Section 30, Township 22 South, Range 26 East, NMPM, Eddy County, New Mexico. This spacing unit will be initially dedicated to the proposed McKittrick Draw 27/30 Federal Com 521H well, to be drilled from a surface location in the NE/4 SE/4 (Unit I) of Section 27, to a bottomhole location in Lot 1 (NW/4 NW/4 equivalent) of irregular Section 30; McKittrick Draw 27/30 Federal Com 523H well, to be drilled from a surface location in the NE/4 SE/4 (Unit I) of Section 27, to a bottomhole location in Lot 2 (SW/4 NW/4 equivalent) of irregular Section 30; and McKittrick Draw 27/30 Federal Com 526H well, to be drilled from a surface location in the NE/4 SE/4 (Unit I) of Section 27, to a bottomhole location in Lot 3 (SW/4 SW/4 equivalent) of irregular Section 30. 15. 25862 Application of Mewbourne Oil Company for Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order pooling all uncommitted mineral owners in a standard 1,280-acre, more or less, well spacing unit in the Wolfcamp formation underlying the N/2 of Sections 27, 28, 29, and NE/4, E/2 NW/4, and Lots 1 & 2 (N/2 equivalent), Township 22 South, Range 26 East, NMPM, Eddy County, New Mexico. Also to be considered will be the cost of drilling and completing the wells and the allocation of the costs thereof, the operating costs and charges for supervision, the designation of applicant as operator of the proposed spacing unit, and a 200% charge for risk involved in drilling said wells. 16. 25863 Application of Mewbourne Oil Company for Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order pooling all uncommitted mineral owners in a standard 1,280-acre, more or less, well spacing unit in the Wolfcamp formation underlying the S/2 of Sections 27, 28, 29, and SE/4, E/2 SW/4, and Lots 3 & 4 (S/2 equivalent) of irregular Section 30, Township 22 South, Range 26 East, NMPM, Eddy County, New Mexico.
