PRELIMINARY DOCKET: OCD Examiner Hearing for February 5, 2026

For hearings by affidavit: presenting parties are required to submit a pre-hearing statement no later than the Thursday before the hearing. The pre-hearing statement shall include: 1) a list of disputed facts and issues; 2) identification of witnesses and their qualifications; and 3) all exhibits and written testimony a party intends to enter into evidence at the hearing and a full narrative for each.

For contested matters: pre-hearing statements shall be filed no later than 9:00 a.m., 4 business days prior to the hearing and in addition to the requirements of 19.15.4.13.B(1) NMAC, shall include: all evidentiary exhibits, documents, affidavits, and full-written testimony of any witness a party offers at the hearing. Exhibits must be sequentially marked on every page.

Failure to timely file a complete pre-hearing statement may cause the Hearing Examiner to continue the hearing and/or impose sanctions up to and including the exclusion of late-filed evidence. Evidentiary objections must be filed no later than 48 hours before the hearing. Rulings on the objections will be addressed as a preliminary matter when the case is called.

The completed intervals for the Triple Stamp 22 15 10 Fed Com #302H and the Triple Stamp 22 15 10 Fed Com #602H wells are expected to be less than 330 feet from the adjoining tracts thereby allowing for the inclusion of the proximity tracts within the proposed spacing unit under Rule 19.15.16.15(B)(1)(b) NMAC. Also to be considered will be the cost of drilling and completing said wells, the allocation of these costs as well as the actual operating costs and charges for supervision, designation of Avant Operating II, LLC as operator of the wells, and a 200% charge for risk involved in drilling said wells. The completed interval of the Wells will be orthodox and remain within 330 feet of the adjoining half-section tracts, allowing inclusion of these proximity tracts within the proposed Unit under NMAC 19.15.16.15(B)(4). Also, to be considered will be the cost of drilling and completing the Wells and the allocation of the cost, the designation of Applicant as the operator of the Wells and Unit, and a 200% charge for the risk involved in drilling and completing the Wells against any working interest owner who does not voluntarily participate. 4. 25790 Application of Permian Resources Operating, LLC for Compulsory Pooling and Approval of Non-Standard Spacing Unit, Eddy County, New Mexico. Applicant seeks an order pooling all uncommitted interests in the Bone Spring formation underlying a 1,608.69-acre, more or less, non-standard horizontal spacing unit comprised of the W/2 of Section 1, and all of Sections 2 and 3, Township 23 South, Range 26 East, Eddy County, New Mexico (“Unit”). The Unit will be dedicated to the following wells (“Wells”): Donnie Brasco Fed Com 111H and Donnie Brasco Fed Com 121H, which will be drilled from a first take point in the NW/4 NW/4 (Unit D) of Section 3 to a last take point in the NE/4 NW/4 (Unit C) of Section 1; Donnie Brasco Fed Com 122H and Donnie Brasco Fed Com 172H, which will be drilled from a first take point in the SW/4 NW/4 (Unit E) of Section 3 to a last take point in the SE/4 NW/4 (Unit F) of Section 1; Donnie Brasco Fed Com 123H and Donnie Brasco Fed Com 173H, which will be drilled from a first take point in the NW/4 SW/4 (Unit L) of Section 3 to a last take point in the NE/4 SW/4 (Unit K) of Section 1; and Donnie Brasco Fed Com 124H and Donnie Brasco Fed Com 171H, which will be drilled from a first take point in the SW/4 SW/4 (Unit M) of Section 3 to a last take point in the SE/4 SW/4 (Unit N) of Section 1. Permian Resources requests approval of a non-standard horizontal spacing unit pursuant to Rule 19.15.16.15(B)(5) NMAC, which will create cost efficiencies, prevent waste, and protect correlative rights. Also to be considered will be the cost of drilling and completing the Wells and the allocation of the cost, the designation of Applicant as operator of the Wells, and a 200% charge for the risk involved in drilling and completing the Wells. The Wells are located within the Carlsbad, New Mexico city limits.
5. 25865 Application of Mewbourne Oil Company for Approval of an Overlapping Horizontal Well Spacing Unit and Compulsory Pooling, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order (1) approving a standard 636.96-acre, more or less, overlapping horizontal well spacing unit in the Bone Spring formation underlying Lot 3, NE/4 SW/4, and N/2 SE/4 (N/2 S/2 equivalent) of irregular Section 7, Township 19 South, Range 31 East, and the N/2 S/2 of Sections 12, 11, and 10, Township 19 South, Range 30 East, NMPM, Eddy County, New Mexico, and (2) pooling all uncommitted interests in this acreage. •    40-acre vertical well spacing unit comprised of the NE/4 SW/4 (Unit K) of Section 11, T19S-R30E, operated by Matador Production Company and dedicated to the Hale 11 Federal 001 (API No. 30-015-25778);

9. 25679 Application of Enterprise Delaware Basin Treating LLC for Authorization to Inject, Lea County, New Mexico. Enterprise Delaware Basin Treating LLC (“Enterprise”) (OGRID No. 330718) seeks authorization to drill, complete, and operate an additional redundant acid gas injection (“AGI”) well at its Dark Horse Treating Facility. Enterprise proposes to inject treated acid gas (“TAG”) into the proposed Independence AGI #3 well (“Well”), which will be located in Section 20, Township 25 South, Range 36 East, in Lea County, New Mexico. The Well will be a deviated injection well and will be directionally drilled from a surface location approximately 529’ FNL and 1434’ FWL (Unit C) in Section 20, Township 25 South, Range 36 East, to a bottom hole location approximately 2064’ FSL and 60’ FWL (Unit L) in Section 17, Township 25 South, Range 36 East. The Well will inject TAG into the Siluro-Devonian formations, including the Devonian, Wristen, and Fusselman formations, at depths of approximately 16,056’ to 17,730’ TVD. Enterprise is requesting a combined allowable maximum daily injection rate of 45 million cubic feet per day (MMcf/D) to be shared between the proposed Well and the existing Independence AGI #1 and #2 wells. The Well’s maximum surface injection pressure will be approximately 4,929 pounds per square inch gauge. The Well is located approximately 6 miles west of Jal, New Mexico.
10. 25547 Application of Select Water Solutions, LLC for Approval of a Saltwater Disposal Well, Lea County, New Mexico. Select Water Solutions, LLC (“Select Water”) (OGRID No. 289068) applies for an order approving its proposed Javelina Fed 4 SWD #1, to be drilled at a location 408’ from the south line and 831’ from the east line (Unit P) of Section 4, Township 26 South, Range 35 East, Lea County, New Mexico, for the purpose of produced water disposal. Select Water seeks authorization to inject produced water into the Bell Canyon and Cherry Canyon formations (SWD; Bell Canyon-Cherry Canyon; Code 96802), at a depth of approximately 5,360 feet to 7,550 feet. Select Water proposes to inject an average of 15,000 barrels of water per day up to a maximum of 20,000 barrels of water per day, and requests that the Division approve a maximum surface injection pressure of 1,072 psi. The well is located approximately 10.95 miles SW of Jal, New Mexico.
11. 25548 Application of Select Water Solutions, LLC for Approval of a Saltwater Disposal Well, Lea County, New Mexico. Select Water Solutions, LLC (“Select Water”) (OGRID No. 289068) applies for an order approving its proposed Jackrabbit Fed SWD #1, to be drilled at a location 556’ from the south line and 1,968’ from the east line (Unit O) of Section 28, Township 26 South, Range 35 East, Lea County, New Mexico, for the purpose of produced water disposal. Select Water seeks authorization to inject produced water into the Bell Canyon and Cherry Canyon formations (SWD; Bell Canyon-Cherry Canyon; Code 96802), at a depth of approximately 5,305 feet to 7,750 feet. Select Water proposes to inject an average of 15,000 barrels of water per day up to a maximum of 20,000 barrels of water per day, and requests that the Division approve a maximum surface injection pressure of 1,061 psi. The well is located approximately 12.93 miles SW of Jal, New Mexico.
12. 25701 Application of Matador Production Company to Amend Order R-22557 to Add Additional Pooled Parties, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order amending pooling Order R-22557 to add an additional record title owner to the pooling order. Order R-22557 was issued in Case No. 23063 and pooled uncommitted mineral interest owners in the Bone Spring formation (Getty; Bone Spring [27470]) underlying the N/2 S/2 of Section 21, and the N/2 SW/4 and NW/4 SE/4 of Section 22, Township 20 South, Range 29 East, NMPM, Eddy County, New Mexico. Applicant in the above-styled cause seeks an order from the Oil Conservation Division approving a standard ~320-acre horizontal spacing and proration unit (“HSU”), with proximity tracts, comprised of the South Half of Section 33, Township 16 South, Range 31 East in Eddy County, New Mexico and pooling all mineral interests in the Yeso formation (CEDAR LAKE; GLORIETA-YESO [96831]) underlying the HSU. Additional considerations will be the cost of drilling and completing the well and allocation of such costs, the designation of Applicant as operator of the HSU and wells to be drilled thereon, and a 200% charge for the risk involved in drilling and completing the well.
